REQUESTED PURCHASE OF KERR TRACT (2) A recommendation from Professor William Trelease, of the department of botany, endorsed by Professor Henry B. Ward and Professor Frank Smith, of the department of zoology, that the Kerr woodland tract, consisting of forty acres more or less, in the southwest quarter of Section 1, Township 19 N, Range 9 E of the 3d P M, be acquired by the University as a woodland reservation. \ The land is covered with trees and represents a part of a virgin forest, having never been completely cut or cleared. The value of such a tract is very great for several different departments of the University, including botany, zoology, forestry, etc. It is owned by Thomas J. Kerr of Urbana. He offers the property to the University at a price of $350 an acre, but is willing to consider $25 an acre as a gift to the University, so that the net cost to the University will be $325 an acre. After considerable discussion, in which the sentiment was freelyexpressed that this was an exaggerated price, the answer to this consideration being that it represented a unique piece of ground and had, therefore, a monopoly price, the President of the University was authorized, on motion of Mr. Carr, to negotiate for the purchase of this tract at a price not to exceed $250 an acre. The vote was as follows: Ayes, Mr. Abbott, Mr. Blair, Mr. Carr, Mrs. Evans, Mr. Hoit, Mr. Ward, Miss Watson; noes, none; absent, Mrs. Busey, Mr. Dunne, Mrs. Henrotin, Mr. Small, Mr. Trevett.

A U T H O R I T Y TO DELEGATE SIGNING OF WARRANTS

(3) A recommendation, approved by the Chairman of the Finance Committee, that Mr. W. L. Abbott, President of the Board of Trustees, and Mr. H. E. Cunningham, Secretary, be authorized to delegate the signing of their names as President and Secretary, respectively, to warrants drawn on the Treasurer of the University and to vouchers drawn on the Auditor of Public Accounts, in accordance with the following plan: No disbursement shall be made from any University fund in the hands of either the University Treasurer or the State Auditor, except on a voucher certified by the proper officer or head of department against an appropriation made by the Board of Trustees and approved by the Comptroller according to the Statutes of the University. The President of the Board of Trustees is authorized to delegate to the Auditor in the Business Office authority to sign the name of the President of the Board of Trustees to vouchers against the State Auditor, and to warrants on the University Treasurer, for vouchers approved as above.
