June lh3 1015. President James, University of Illinois. DEAR SIR: I desire to recommend the completion of the pavement on the driveway between the Engineering Hall and Physics Building. Our pavement now stops just south of the bridge. I desire to continue the same type of pavement north to the street car tracks, and to continue a 10-foot brick drive from there to Springfield Avenue. The cost of this pavement will be $1,800. We have a balance of $1,050 in our pavement and walks appropriation for this biennium which is available for the purpose. I desire the authorization of the work and the appropriation of the additional sum of $750. Yours truly,

On motion of Mr. Carr, this recommendation was approved and the appropriation made, by the following vote: Ayes, Mr. Abbott, Mr. Blair, Mr. Carr, Mrs. Evans, Mr. Hoit, Mr. Ward, Miss Watson; noes, none; absent, Mrs. Busey, Mr. Dunne, Mrs. Henrotin, Mr. Trevett.

(2) A request from the General Secretary of the Young Men's Christian Association for the usual grant in aid of the publication of the Students' Handbook issued by the University Young Men's and Young Women's Christian Associations. It is proposed to issue this handbook in an edition of 4,500 copies, one being sent to each student who indicates a. desire to enter the University and to each student who asks for it after the opening of the year.. On motion of Mr. Ward, the sum of $300 was appropriated toward, the expense of publishing the Students' Handbook. The vote was as follows: Ayes, Mr. Abbott, Mr. Blair, Mr. Carr, Mrs. Evans, Mr. Hoit, Mr. Ward, Miss Watson; noes, none; absent, Mrs. Busey, Mr. Dunne, Mrs. Henrotin, Mr. Trevett.

(3) A recommendation that the Supervising Architect be directed to proceed as rapidly as possible with the preparation of plans for the completion of the Natural History and Transportation Buildings. On motion of Mr. Carr, this recommendation was approved.

(4) A recommendation that the Supervising Architect be directed to proceed with the preparation of preliminary plans for the new Library Building, to be located on the land at the south end of Wright Street, the building to have its north and south axis on the center line of Wright Street prolonged and its east an.d west axis on the prolongation of the east and west axis of the Armory, as approved by the board on March 10, 1914 [Report, 1914, page 725]. On motion of Mrs. Evans this recommendation was approved. BIDS ON NEW BUILDINGS. The matter of bids on the Education, Ceramics, and Vivarium Buildings, which had been considered previously on June 8 and 14, was brought up again. President James presented the following letter from the Supervising Architect, Prof. J. M. White, and called attention .to the fact that the approval of these recommendations would simply give authority to proceed with the erection and equipment of these buildings at a cost not to exceed the sums indicated, but that, as it would take some time to complete the buildings, all the money would not be tied up, but the necessary portions would be supplied from time to time from the general funds of the University. DEAR SIR : Page " 1 " of the accompanying schedules shows the estimated cost of completing the School of Education, Ceramics, and Vivarium Buildings. I recommend that appropriations be made at this time covering the estimated expenditures involved in completing the buildings, and also that the specific contracts be awarded for the School of Education Building as shown on Page "2," for the Ceramics Building as shown on Page " 3 , " and for the Vivarium Building as shown on Page "4." It is desirable that these buildings be ready for occupancy for the second half of the coming school year, and I therefore believe that we are fully justified in providing the bonus and penalty clause in the contracts, which if the entire possible bonus is earned, will increase the cost of the buildings by $3,650, which is about 1 7/10 per cent of the contract price.
