On the recommendation of Prof. White, approved by President James, and on motion of Mr. Hoit, it was voted: (1) That the general contract for both the Administration Building and the addition to the Chemical Laboratory be awarded to the low bidders, Messrs. Freeman & Brooks, at a contract price of two hundred ninety-four thousand six hundred fifty-three dollars ($294,653), this price being based on the completion of the two buildings by October 1, 1915, gypsum tile to be used in both buildings and domestic marble to be used in the Administration Building. % (2) That a bonus of one thousand four dollars ($1,004) be paid to Messrs. Freeman & Brooks in case the Administration Building is finished by, July 1, 1915. (3) That the other contracts be awarded to the low bidder in each case, as follows: The contract for plumbing in the Administration Building to the Reliable Plumbing & Heating Company, of Champaign, 111., at $4,464. The contract for plumbing in the Chemical Laboratory, to the CarsonPayson Company, of Danville, 111., at $12,826. The contract for heating and ventilating in the Administration Building, to the New York Blower Company, of Chicago, 111., at $10,500. The contract for heating and ventilating in the Chemical Laboratory, to the Industrial Heating and Engineering Company, of Milwaukee, Wis., at $17,031. The contract for the electrical work in both buildings, to the MarrsTanner Company, of Danville, 111., at $13,520. (4) That the sum of two hundred thousand dollars ($200,000) be appropriated to cover payments on these contracts up to July 1, 1915. This motion was passed, the vote being as follows: Ayes, Mr. Blair, Mrs. Evans, Mrs. Henrotin, Mr. Hoit, Mr. Montgomery, Mr. Moore, Mr." Trevett, Miss Watson; noes, none; absent, Mr. Abbott, Mrs. Busey, Mr. Dunne, Mr. Meeker. '

PERMISSION TO SUBLET CONTRACT ON T H E ADMINISTRATION BUILDING.

At this point the following letter was delivered to the Acting President of the board:

Board of Trustees, University of Illinois, Vroana, III. . GENTLEMEN : We wish to be given the privilege of subletting the general contract for building the Administration Building of the University of Illinois to English Bros., of this city. Respectfully yours,

After discussion, and on motion of Dr. Montgomery, it was voted to grant to Messrs. Freeman & Brooks the privilege of subletting the general contract for the Administration Building to English Brothers of Champaign.

AGREEMENT W I T H T H E STATE ARCHITECT.

The Finance Committee reported that the following agreement with the State Architect had been formulated and had been signed by Mr. Dibelka, and recommended the approval of this agreement:

This agreement between James B. Dibelka, State Architect, and the Board of Trustees of the University of Illinois, entered into this . day of July, 1914, is for the purpose of expediting the preparation of plans for buildings to be erected by the State on the University Campus under the following conditions: First—The Board of Trustees agree that a branch of the State Architect's office may be opened on the University Campus in conjunction with the office of the Supervising Architect. Second—That the State Architect may have the architectural work for University buildings done in said office at cost, the University meeting the current expenses and deducting the expenditures from the legal commission due the State Architect. Third—That the employment of men and the general conduct of the office shall be under the direct control of the Supervising Architect. Fourth—That plans and specifications prepared under this agreement shall be subject at all times to the criticism of the State Architect, and when approved by him shall bea.r his name as architect and be stamped with his seal. Fifth—That the cost of the work shall be the actual time and material, including cost of preliminary drawings, but exclusive of overhead office expense and superintendence of work under construction.
