-therefore proposes a general plan of cooperation to cover all work of similar kind 3iow or in the future to be undertaken. As the plan can be terminated at any time, I recommend that the President.of the University be empowered to authorize -the Director of the Agricultural Extension Service to enter into such cooperative •plans, provided the cooperation and joint control does not extend to the outside -activities necessarily arising out of the needs of research work, as in soil experiments carried on outside the University; that is to say, that extension work should not be made to cover everything undertaken off the University campus; and provided further than the cooperation should not interfere with any plans which the University may desire to develop for the general system of extension •service. I append a copy of the report of a committee consisting of the leading department heads now on the ground. Dr. Hopkins by letter strongly advocates the holding of all work within the limits of a single administrative machine as now, though when the matter was last discussed, he did not believe that there is such -•a thing as economics in agriculture aside from "common sense." On the recommendation of President James and on motion of Mr. Hoit, the recommendations of the Dean of the College of Agriculture and Director of the Agricultural Experiment Station in regard to the above matter were approved, and the requisite authority was given to proceed with the administration of the fund, in accordance with the plan outlined above. APPROPRIATION FOR CARE OF PHYSICAL PLANT. (35) A recommendation froni t h e ' comptroller that a supplementary appropriation of $72,000 be made to cover expenses of the physical plant certified by the -office of the Supervising Architect for the year ending June 30, 1914, and that a n y balance in this supplementary appropriation be allowed to lapse on June 30, 1914. On motion of Mr. Trevett, the sum of seventy-two thousand dollars ($72,000), or so much thereof as may be required, was appropriated to cover expenses of the physical plant certified by the office of the supervising architect. The vote was as follows: Ayes, Mr. Abbott, Mrs. Evans, Mrs. Henrotin, Mr. Hoit, Mr. Montgomery, Mr. Trevett, Miss Watson; noes, none; -absent, Mr. Blair, Mrs. Busey, Mr. Dunne, Mr. Meeker, Mr. Moore.

APPOINTMENT OF MISS GRETA GRAY.

(36) A recommendation that Miss Greta Gray be appointed Instructor in Household Science at a salary of $1,300 for the academic year beginning September 1, 1914. On motion of Mrs. Henrotin, this appointment was made.

APPOINTMENT OF PROF. V . E. SHELFORD.

(37) A recommendation that Victor E. Shelford be appointed Assistant Processor Of Zoology in the University of Illinois, on part time, for the term of three years beginning September 1, 1914, at a salary of $2,000 a year. In case this -appointment is madQ, Mr. Shelford will also be recommended for appointment on -the staff of the Natural History Survey, on part time, at a salary of $500. On motion of Mr. Hoit, this appointment was made.

APPOINTMENT OF MR. JOHN J. DIDCOCT.

"(38) A recommendation that Mr. John J. Didcoct be appointed Assistant "Inspector of High Schools of the University of Illinois, on part time, at a salary •of $1,600 ; to be in residence from September 1, 1914, to February 1, 1915. On motion of Mrs. Henrotin, this appointment was made.

APPOINTMENT OF PROF. R. E. HEILMAN.

(39) A recommendation that Dr. R. E. Heilman be appointed Assistant Professor of Economics in the University of Illinois, for a term of three years "beginning September 1, 1914, at a salary of $2,600 a year. On motion of Mrs. Evans, this appointment was made.

APPOINTMENT OF DR. D. M. S C H O E M A K E R AUTHORIZED.

(40) A recommendation that the President of the University be given authority -to appoint Dr. D. M. Schoemaker Associate Professor of Anatomy in the University o f Illinois, at a salary of $2,800 a year, beginning September 1, 1914.
