Meeting of April 9, 1914.

A meeting of the Executive Committee of the Board of Trustees was held in the office of the President of the University, at Urbana, on Thursday, April 9, 1914, beginning at 4:30 P.M. There were present: Messrs. Abbott and Trevett, members of the committee, and Vice-President Kinley. MATTERS PRESENTED BY VICE-PRESIDENT KINLEY.

Vice-President Kinley presented the following matters for the consideration of the Executive Committee:

LEASE OF HAINES PROPERTY.

(1) The renewal of the lease and option on 47.67 acres of land near the Illinois Central Railway owned by Mr. and Mrs. Frederick A. Haines, for use by the Departments of Agronomy and Dairy Husbandry. The animal rental involved is $715.44, and the option, expiring September 1, 1914, is at the rate of $750 an acre. In accepting the lease and option on December 1, 1912, the board expressed the opinion that the price asked for the land was excessive. Inasmuch as the amount of land involved is larger than is needed, and the work can be transferred without vital loss to some of the land recently acquired by the University, and furthermore as the option, which expires on September 1, does not seem to offer any real advantage to the University,, I recommend that the lease and option be not renewed. The committee voted to approve the recommendation.

EMERGENCY HOSPITAL AND STUDENT HEALTH WORK.

(2) A recommendation that the sum of three thousand dollars ($3,000) or so much thereof as may be needed, be appropriated to meet the expenses of the emergency hospital and student health work to May 1, 1914. The items charged against the account to April 6 amount to $2,358.54. It is estimated that the expense for the rest of April will be about $500. The estimated charges against students to April 8 is $816. The committee voted to make the appropriation as recommended.

R E B A T E S TO S T U D E N T S .

(3) A recommendation that the sum of eight thousand dollars ($8,000) be appropriated for rebates to students for the present fiscal year. This item was omitted by clerical error from the annual budget. T h e committee voted to m a k e t h i s appropriation.

TRANSFER OF F U N D S .

04) A recommendation that the sum of one thousand seven hundred fifty dollars ($1,750) of the Hatch fund be transferred from the nitrogen fixation experimental work, to which it was appropriated, to the Department of Dairy Husbandry. (5) A recommendation that the sum of eight hundred dollars ($800) be transferred from the appropriation made to the general office of the College of Agriculture to the Department of Agricultural Extension. T h e committee voted to m a k e these transfers.

COMPTROLLER A U T H O R I Z E D TO SIGN LEASES.

(6) A recommendation that the comptroller be given authority to sign leases of land for agricultural experimental work: Provided, that no officer of the University shall enter into negotiations to secure such leases or deeds without previous specific authorization from the President of the University.
