(23) The following recommendations with reference to the budget for 1912-13: (a) That the budget of the year 1911-12 be adopted as the basis of the budget for the fiscal year beginning July 1, 1912, subject to the approval of the President of the University. (b) That the President of the University be authorized to reappoint for the year 1912-13, at the same salaries, persons in the employ of the University whose terms have expired. ' (c) That the President of the University be authorized to accept at his discretion such resignations in the instructional, scientific, and administrative staff as may be presented during the vacation, and that he be authorized to fill such vacancies in the staff of the University, within the budget allowances, as may occur during the vacation because of resignation or declination.

The foregoing recommendations were approved.

NEW APPOINTMENTS A N D PROMOTIONS.

(b) The following recommendations in regard to new appointments and promotions in the instructional and scientific staff: Lewis ,F. Anderson, Assistant Professor of Education, for three years, beginning September 1, 1912, at a salary of twenty-five hundred dollars ($2,500) per annum. Franklin W. Scott, Assistant Professor of English and Secretary of the Department of English, for three years, beginning September 1, 1912, at a salary of twenty-two hundred dollars ($2,200) per annum. Harrie S. V. Jones, Assistant Professor of English, for three years, beginning September 1, 1912, at a salary of eighteen hundred dollars ($1,800) per annum. Otto E. Lessing, Associate Professor of German, for three years, beginning Sectember 1, 1912, at a salary of twenty-eight hundred dollars ($2,800) per annum.
