If at any time within the five-year period within which' a candidate under the rules is at liberty to resume his candidacy an applicant who has withdrawn after paying his fee notifies the University of his desire to be again enrolled, he shall be required to repay the amount previously returned to him in order that he may be in good standing. On the recommendation of President. James and on motion of Superintendent Blair, the foregoing regulations were approved.

A M E N D M E N T OF R U L E 13a.

(5) The following recommendation from the Council of Administration with reference to the amendment of the rule in regard to the fee for changes in studylists to limit the charge to be made on any one occasion: November 5, 1913. Dr. Edmund J. James, President. DEAR MR. PRESIDENT : The Council of Administration at its meeting of November 4, 1913, voted to recommend to the Board of Trustees that rule 13a of the Regulations for the Guidance of Undergraduate Students be amended by the addition of the following words: "Provided that the total charge for the rearrangement authorized on any one change slip shall not exceed $2." The rule as thus amended would read as follows: "Changes in study lists must be completed and filed at the business office not later than 5 :00 P.M. of the 10th day of classwork as scheduled, or a fee of $1 will be charged for each change; provided that the total charge for the rearrangement authorized on any one change slip shall not exceed $2." Secretary Council of Administration. On the recommendation of President James and on motion of Mrs. Henrotin, this recommendation from the Council of Administration was approved.

PROPOSED CONTRIBUTION TOWARD T H E ROTHAMSTED C O M M E M O R A T I O N LABORATORY.

(6) A recommendation from Dr. Eugene Davenport, Dean of the College of Agriculture and Director of the Agricultural Experiment Station, that the University contribute the sum of five hundred dollars ($500), to be taken from receipts under the Hatch fund, toward the erection of a Commemoration Laboratory a t the Rothamsted Experiment Station, Rothamsted, England. The consideration of this recommendation was postponed until the next meeting of the board.

CONTRIBUTION TO T H E "MISSISSIPPI REVIEW." VALLEY HISTORICAL

(7) A request from Professor Clarence W. Alvord, of the Department of History, that the University contribute the sum of one hundred dollars ($100) for three years, toward the support of the Mississippi Valley Historical Review, a new historical magazine of which he is to be the editor; this request being endorsed by Professor Evarts B. Greene, Head of the Department of History, and Dr. Kendric C. Babcock, Dean of the College of Liberal Arts and Sciences. On the recommendation of President James and on motion of Superintendent Blair, it was voted that the sum of one hundred dollars ($100) be appropriated as a contribution, for the fiscal year beginning July 1, 1914, toward the expenses of the Mississippi Valley Historical Review. The vote was as follows: Ayes, Mr. Abbott, .Mr. Blair, Mrs. Busey, Mrs. Evans, Mrs. Henrotin, Mr. Hoit, Mr. Montgomery, Mr. Trevett; noes, none; absent, Mr. Dunne, Mr. Meeker, Mr. Moore, Miss Watson. ADDITION TO T H E BOILER HQUSE; BIDS AUTHORIZED.

At the request of President James, Professor White submitted plans for the addition to the boiler-house. On motion of Mrs. Busey, it was voted that these plans be approved, and that the supervising architect be instructed to call for bids on the basis of these plans. ADDITION TO T H E LIBRARY STACK: BIDS AUTHORIZED.

Professor White submitted also the working plans and specifications for an addition to the Library stack of the present Library Building, to be erected at an estimated cost of thirty-three thousand dollars ($33,000).
