THE SUPERVISING ARCHITECT'S RECOMMENDATION. January 21, 1914. President E. J. James, University of Illinois. DEAR SIR: Bids were received January 10, 1914, for the completion of the permanent ends of the Armory in accordance with the design prepared by Mr. W. C. Zimmerman, former State Architect. The design was approved by the Board of Trustees of the University before Mr. Zimmerman retired from office. The bids received were opened in the presence of the bidders, and the bids and certified checks are in the hands of the secretary of the board. I recommend that the contract be awarded to Mr. N. H. Shields, who "is the low bidder, on the, basis of completion September 1, and on the basis of bid E minus G- and plus H, making the contract price $32,229, and that the option be reserved of accepting bids P and G if the trustees shall at a later date so direct. With these added, the contract would be $40,096. Yours truly, Supervising Architect. EXPLANATION.—On the basis of the contract recommended Mr. Shields is $540 lower than the next low man, though if compared on the same basis he is $1,260 low. For completion July 1, add $706. For completion June 1, add $2,704. If bid F is accepted, Mr. Shields' bid will be at least $1,525 low, as he is $265 low on G. J. M. W. On the recommendation of President James and on motion of Mr. Hoit, it was voted to approve the recommendation of the supervising architect as stated above. The vote was as follows: Ayes, Mr. Abbott, Mr. Blair, Mrs. Busey, Mrs. Evans, Mrs. Henrotin, Mr. Hoit, Mr. Trevett; noes, none; absent, Mr. Dunne, Mr. Meeker, Mr. Montgomery, Mr. Moore, Miss Watson.

SMALL OBSERVATORY: PLANS APPROVED.

Professor White submitted plans for a small observatory to house the reflecting telescope which was purchased last year, to be erected at an estimated cost of two thousand dollars ($2,000). On the recommendation of President James and on motion of Mrs. Evans, it was voted that the sum of two thousand dollars ($2,000) be appropriated for the erection of this building, that the plans submitted by the Supervising Architect be approved, and that he be authorized to proceed with its erection. The vote was as follows: Ayes, Mr. Abbott, Mr. Blair, Mrs. Busey, Mrs.,Evans, Mrs. Henrotin, Mr. Hoit, Mr. Trevett; noes, none; absent, Mr. Dunne, Mr. Meeker, Mr. Montgomery, Mr. Moore, Miss Watson. S T A T E M E N T OF ENDOWMENT FUND.

President James presented a report from Prof. George E. Frazer, Comptroller, on the subject of the Endowment Fund of the University. This report was ordered printed in the minutes: January 15, 1914. DEAR S I R : On November 5, 1913, I addressed a letter to the State Auditor of Public Accounts, asking him for a statement of the endowment fund of the University of Illinois. In reply to my letter, the State Auditor furnished such a statement under date of November 11, 1913. This statement of the State Auditor was carefully checked by Mr. Lynn E. Knorr, Assistant Comptroller, both in the business office of the University and in the office of the State Auditor. Mr. Knorr discovered that a remittance of sixty dollars made by the business office of the University on January 2, 1913, had not been credited by the State Auditor on his books. I accordingly addressed a letter on January 13, 1914, to the State Auditor, calling his attention to the discrepancy. The State Auditor replied under date of January 14, acknowledging the error and confirming the accuracy of the statement made by the business office. I enclose copies of all of this correspondence herewith, inasmuch as it gives an accurate statement of the endowment fund of the University. You will note from the correspondence that my office and the office of the State Auditor are closely cooperating in the statement of public accounts affecting the University. Very truly yours,

DEAR SIR : I will be glad to have a statement from your office of the amount of the liability of the State of Illinois (as assumed by the Act of 1897) on account
