APPOINTMENT

(4) A letter from Mr. W. B. Day, Acting Dean of the School of Pharmacy, reporting that the Illinois Pharmaceutical Association at its annual meeting held in Quincy, June 23-27, 1913, nominated the following five persons (whose names appear in the order of the number of votes received) for membership on the Advisory Board of the School of Pharmacy, of which number the trustees should appoint one to fill the vacancy on the Advisory Board caused by the expiration of the term of Mr. S. C. Yeomans on June 30, 1913 : George C. Lescher, Galesburg. Harry W. Schuh, Cairo. B. S. Cooban, Chicago. Joseph Hottinger, Chicago. H. C. Hulze, Chicago. On motion of Mrs. Busey, it was voted that Mr. George C. Lescher, of Galesburg, be appointed to the Advisory Board of the School of Pharmacy to fill the vacancy resulting from the expiration of the term of Mr. S. C. Yeomans.

PETTY CASH FUNDS ESTABLISHED.

(5) The following letter from Professor George. E. Frazer, Comptroller, concerning the establishment of certain petty cash funds:

President Edmund J. James, University of Illinois. DEAR S I R : Your attention is respectfully called to the desirability of having definite sums set aside by the Board of Trustees as petty cash funds. Such action by the Board of Trustees will make possible clear-cut bookkeeping of cash receipts. The following petty cash fund appropriations are recommended: O. E. Staples, Bursar $5,000 00 W. B. Day, School of. Pharmacy 250 00 W. H. Browne, College of Medicine 300 00 C. G. Hopkins, Department of Agronomy 600 00 It is recommended that the above petty cash fund appropriations be made with the understanding that they are to be administered by the comptroller. Very truly yours,

GEO. E. FRAZER., Comptroller.

On motion of Mr. Moore, the foregoing recommendation of the comptroller's was approved, and appropriations were made to set aside petty cash funds as recommended. The vote wag as follows: Ayes, Mr. Abbott, Mrs. Busey, Mrs. Evans, Mrs. Henrotin, Mr. Montgomery, Mr. Moore, Mr. Trevett, Miss Watson; noes, none;, absent, Mr. Blair, Mr. Dunne, Mr. Hoit, Mr. Meeker.

EXPENSES.

(6) A recommendation based upon a request from Professor George E. Frazer, Comptroller, that the following rules be established with reference to the auditing and passing of vouchers for traveling expenses: 1. Itemized bills in the form prescribed by the comptroller shall be presented to the comptroller for payment within thirty days following the completion of the trip for which the expense was incurred. In the case of University employees whose duties require a large amount of traveling within the State, it shall be deemed sufficient if bills are presented monthly. 2. Traveling expense bills presented by members of the faculties of the several colleges, members of the Experiment Station staffs, and employees of the administration offices of the University, must be approved by the dean of the college, the director of the station, or the officer in charge of the administrative office, and endorsed by the comptroller. 3. Traveling expense bills for deans, directors and officers in charge of administrative departments must be approved by the President of the University and endorsed by the comptroller. 4. Traveling expense bills of the President of the University and of the members of the Board of Trustees must be approved by the Finance Committee of the board and endorsed by the comptroller. On motion of Mrs. Henrotin, it was voted that the foregoing rules be adopted.
