With this system in use all about us, it is very difficult to keep even a part of our old patrons, and impossible to secure new ones. I believe, therefore, that if our commercial creamery is to continue we must meet this situation with some changes, in our business system. The following plan has been worked out, in advisement with the business office, and has been approved by the chief clerk and Professor Fraser. Funds received from sales of dairy products will be deposited in a local bank; voucher checks will be drawn from the dairy husbandry office agains^ this account1 to pay patrons. At the end of each month the canceled vouchers will be turned into the business office together with surplus cash equal to the amount called for by the detailed monthly report. Under this systenr the relations between the Dairy Husbandry Department and the business office remain practically unchanged, the dairy husbandry office still remaining responsible to the business office for its transactions; yet, by the adoption of this plan, we shall be enabled to make prompt daily payment, which seems to be necessary to preserve our present business. The above matter is presented in order that we may ask that * * * the one in charge of dairy manufactures furnish a suitable bond and be empowered to deposit the necessary receipts from that department in a local bank and draw voucher checks over his signature for the purpose of paying farmers daily for dairy products delivered to our creamery. It was voted to approve the recommendation of the chairman of the Finance Committee that the method outlined in the foregoing letter of making payment for materials used for dairy manufactures be approved. The vote was as follows: Ayes, Mr. Abbott, Mrs. Bahrenburg, Mrs. Busey^ Mrs. Evans, Mr. Grout, Mr. Hoit, Mr. Meeker; noes, Mr. Hatch; absent, Mr. Anthony, Mr. Blair, Mr. Deneen, Mr. Moore.

RELATIONS W I T H T H E STATE BOARD OF PRISON INDUSTRIES AND T H E CIVIL SERVICE COMMISSION.

Dean Davenport outlined briefly the difficulties of transacting business in the University resulting from the fact that the actions of the Board of Trustees and of the University officers appointed by the Board of Trusteesare now subject to review and veto in many important matters by other boards and commissions, including the State Board of Prison Industries,, the State Civil Service Commission, and the State Architect. At this point Mr. Meeker withdrew.

APPOINTMENT TO PROFESSORSHIP IN ACCOUNTING COMPTROLLERSHIP. AND

Dean Kinley, acting for President James, presented a recommendation that the President of the University be authorized to appoint Mr. George E. Frazer, of Madison, Wis., to be Professor of Public Accounting, for a term of three years beginning January 13, 1913, with the further assign* ment of the duties of Comptroller of the University until further notice,, with a salary at the rate of thirty-six hundred dollars ($3600) per annum for the first year, and at the rate of four thousand dollars ($4,000) per annum for each of the two succeeding years of this appointment. On motion of Mr. Hatch, this recommendation was approved, the vote being as follows: Ayes, Mr. Abbott, Mrs. Bahrenburg, Mrs. Busey, Mrs. Evans, Mr. Grout, Mr. Hatch, Mr. Hoit; noes, none; absent, Mr. Anthony,. Mr. Blair, Mr. Deneen, Mr. Meeker, Mr. Moore.

PLANS FOR PROPOSED NEW LIBRARY BUILDING.

Dean Kinley presented, by request of President James, the following letters from Professor James M. White, Supervising Architect, and Mr. W. Carbys Zimmerman, State Architect, with reference to the site and plans for the proposed new Library Building. These letters were received to be printed. ' ^ ' ,
