Trustees was that the property, having been acquired by the Board of Trustees for educational purposes, was in fact the property of the State, and under the Constitution and statute exempt from taxes. I am pleased to say that, under the statute and the decisions of our Supreme Court construing it, the Board of Trustees are exempted from the assessment rolls on all the six pieces of real estate involved, towit: 1. The property bought of John C. Turner and Eva F. Turner, June 29, 1911. 2. The property bought of Wilbur W. Myer and Cora Myer, June 29, 1911. 3. The property bought of George H. Clark and Helen H. Clark, July 10, 1911. 4. The property bought of Bell Murray and A. W. Murray, July 10, 1911. 5. The property bought of J. E. Ferguson and L. A. Ferguson, July 17, 1911. 6. The property bought of Debbie, Ann, and Vina Rogers, November 9, 1911. 7. And the property bought a t the Master's sale on partition decree, June 25, 1912, known as the Conkle property. The secretary presented the following report from the Committee on Buildings and Grounds:

CHICAGO, August 23, 1912.

To the Board of Trustees of the University of Illinois: Your Committee on Buildings and Grounds held a meeting a t the LaSalle Hotel in Chicago on this date. There were present: Mr. Abbott, Mrs. Busey, Mrs. Evans, and Mr. Hatch, members of the committee, Messrs. Grout and Hoit, members of the board, President James and Professor James M. White, Supervising Architect.

COMPLETION OF T H I R D STORY OF W O M A N ' S BUILDING.

Professor James M. White, Supervising Architect, presented detailed plans for the completion of the third story of the Woman's Building, together with the following statement in regard to available funds and the following recommendation in regard to the award of the contract: President E. J. James, University of Illinois. DEAR SIR: On December 2, 1911, the board made the following tentative assignment of the $125,000 appropriation for the Woman's Building: (1) General contract $85,000 00 (2) Extras on general contract 2,000 00 (3) Changes in the old building 4,000 00 (4) Furnishings for the new building 14,000 00 05) Architect's fee, superintendence, etc 4,000 00 (6) For heat, light and power extension 3,000 00 (7) For improvements in present gymnasium 2,500 00 (8) Swimming pool in the court 6,500 00 (9) Reserve fund 4,000 00 $125,000 00 It is now evident that Item No. 3 is very much larger than necessary and that the changes required can be included under No. 7. This leaves us, reserving No. 6, Nos. 2, 3, 8, and 9 still to spend. These items total $16,500. The general contract was $83,936 00 Excavating and flooring the basement 1,494 20 The general extras will amount to about 2,250 00 Extras involved in the proposed finishing of the third story are as follows: Plumbing extensions 314 33 Roof changes, including dormers, skylights, etc 939 57 Interior finishing, including heat and lighting, but exclusive of plumbing fixtures 13,725 54 Third floor plumbing fixtures will probably cost set, about 400 00 This will make the total amount of English Brothers' contract... $103,059 64 This leaves a balance of about $22,000 for items No. 4, 5, 6, and 7, amounting to $23,500. This requires about $1,500 more than the above schedule leaves unassigned, but there are items included in No. 4 which can be omitted for the present, and I therefore recommend that English Brothers' proposition of $14,979.44 (including plumbing extensions, roof changes } and interior finishing) be authorized, subject to the approval, in detail, of his estimate of costs by the State Architect and the supervising architect. It was voted to approve the recommendation of the supervising architect that English Brothers' proposition of fourteen thousand nine hundred seventy-nine dollars and forty-four cents ($14,979.44) (including plumbing extensions, roof changes, and interior finishing) be authorized, subject to the approval in detail
