President James presented the following recommendation from Professor W. J . Fraser, Professor of Dairy Husbandry, approved by the Dean of the College of Agriculture, t h a t Dr. W. D. Frost, of the University of Wisconsin, be appointed professor of Municipal and Sanitary Dairying at an annual salary of twenty-eight hundred dollars ($2,800), work and salary to begin when Dr. Frost reports for duty. With reference to this the president recommended the adoption of the following: WHEREAS, This board adopted on Sept. 30, 1898, a statute which reads in part as follows, namely: "The appointment of a relative.of a member of the board, or of any other person occupying an influential position in the University, is wholly disapproved; and WHEREAS, This board in the revision of the statutes for the year 1908 reaffirmed this rule; and
