CHANGES IN CADET UNIFORM. 7. A recommendation from Major B. C. Morse, military commandant, that "the corps of cadets be authorized to wear, in lieu of the cadet blouse, at such exercises as may be prescribed by the military commandant, a dark blue flannel shirt with rolling collar and one pocket, to cost about $2.00; a plain, short, silk four-in-hand tie to. cost about fifty cents, and a narrow leather belt, black, with buckle Illinois, such as most of the cadets wear at present, to cost about thirty-five cents." I t was voted t h a t authority be given to the Military Commandant to make such an order. CONFERENCE OF COLLEGE PRESIDENTS. 8. A recommendation that the president of the University be authorized to call a conference of the college presidents of Illinois at the University of Illinois for the consideration of subjects of mutual interest to the State university and the colleges, and that the comptroller be authorized to pay the necessary traveling expenses of these delegates. The recommendation was approved. BLUE PRINT DEPARTMENT. 9. A request from the comptroller that an appropriation of sixteen hundred fifty-two dollars and fifty-five cents ($1,652.55), or so much thereof as may be necessary, be made from the receipts of the Blue Print Department, to defray the current expenses and for the payment of wages in that department. This sum, with the $500.00 provided for in the budget, represents the receipts of the department since July 1, 1910, namely, $1,594.31, plus the balance in the same fund on July 1, 1910, namely, $558.24. I t was voted t h a t said appropriation be made. REPORT OF DIRECTOR OF STATE LABORATORY OF NATURAL HISTORY. 10. The report of Professor S. A. Forbes as director of the State Laboratory of Natural History. This report was received for record: Dec. 7, 1910. Dr. Edmund J. James, President, University, of Illinois: DEAE DR. JAMES—I have the honor to submit, for the information of the University trustees, the following brief and general statement concerning the work of the State Laboratory of Natural History during the past two years. Its operations have, been limited to two principal lines—the continuation and completion of the forestry, survey of the State, conducted by a cooperative arrangement with the United States Forest Service, and the re-organization and prosecution of the biological survey of the Illinois river directed especially to economic ends. The forestry survey has cost the State Laboratory $1,500.00, an equal sum having been contributed by the United States Forest Service. Formal agreements were entered into to this effect, the forest service furnishing expert foresters for the field work, who reported to me for their local instructions. I have also contributed to the enterprise several weeks' work of one of my assistants, who has made a thorough study of insect injuries to forest trees and forest ^products in all parts of the State. A detailed survey was made of twenty-four of the southernmost counties of the State, the northern boundary of this area running across the State on the parallel of 38:30—
