authority of the Executive Committee referred the matter back to the University Committee to obtain from the protesting examinees a full statement of their, case, which would then be referred to the Examining Committee for such "statements and evidence as they care to offer in justification or explanation of their acts to which exception has been taken.'' The last paragraph in the instructions to the Chairman • of the University Committee was as follows: "As the board will be obliged to pass upon the testimony your committee will not be required to draw conclusions." . The University Committee has carried out the instructions and has presented its report, which is now in the hands of President James at the University. All the papers make such a voluminous record that it would not be feasible to consider the case in a full board meeting, and as the* matter has already dragged along unavoidably through several months, the Executive Committee has authorized the appointment of a special committee of the board to consider the evidence submitted, and report a recommendation to the next meeting of the board, which will be held some time in December. I have, therefore, selected the three members whose names appear at the head of this communication as best fitted, both by temperament, and by not having come in contact with the case previously, to consider and pass upon the conflicting testimony offered. I will ask Mr. Hatch, whom I appoint Chairman of the special committee, to get the papers in the case from President James, and lay the matter before the committee at an early date so that a report may be in the hands of the board not later than December 8th. The Committee on Buildings and Grounds made the following report, which was approved on motion of Mr. Hatch, and the additional $5,000' of the appropriation for the Natural History building was assigned as recommended,
