University officials, and visitors, does not justify an assumption that the public have been given a right of easement. Nor can a use of them by the public, without interference on the part of the University, ripen into such a right. The University may at any time abandon its driveways or close them against public use altogether. If it keeps them open it may determine what character of vehicles shall travel them and at what rate of speed. Inasmuch as the University has heretofore allowed the use of its driveways by automobiles and motor cycles, I advise, in the event the Board of Trustees should decide to exclude them, that there be placed at each driveway entrance a large bill-board notice, as follows:

"UNIVERSITY OF ILLINOIS PRIVATE DRIVEWAY.

Its use by Automobiles and Motor Cycles is Forbidden." If the board should decide to allow the use of driveways as heretofore, but decides to limit the speed, there should be displayed at each entrance a notice, something like the following:

"UNIVERSITY OF ILLINOIS PRIVATE DRIVEWAY.

Speed Limit for Automobiles and Motor Cycles, 8 Miles per Hour. Persons Exceeding Speed Limit will be Prosecuted According to Law." A violation of any condition imposed for use of the driveways would subject the offender to a civil prosecution, only. What I mean by that is,, that if the board should see fit to allow the use of the University driveways by automobiles at a rate of speed not exceeding eight miles per hour, a driver exceeding the speed limit could not be fined, and the only redress would be a civil suit for damages. Harker, the counsel of the University, shall go into effect when so ordered by the Committee on Buildings and Grounds of the Board of Trustees of the University. ACCOUNTANCY. 4. Recommendation from the Board of Examiners of Public Accountants that the Board of Trustees of the University take the necessary steps under section 5 of the Illinois statutes, chapter 110-A, and summon Gordon H. Somers to show cause why his certificate of Certified Public Accountant should not be revoked.
