Meeting of December 8, 1908.

The regular meeting of the Board of Trustees of the University of Illinois was held at the Palmer House in Chicago, beginning at 9 :00 o'clock a. m. Tuesday, Dec. 8, 1908. The members present were: Messrs. Abbott, Blair, Davison, Grout, Hatch, Lehman, Madden and Meeker, and Mrs. Evans, Mrs. Alexander and Mrs. Busey; absent: Governor Deneen. President James was present. Mr. Meeker, who had been appointed to fill the vacancy occasioned by the death of Mr. Kerrick, took the oath of office in the presence of the board. The secretary, Mr. Pillsbury, presented the minutes of the meeting of Sept. 29, 1908. Mr. Lehman moved that the minutes be approved :as presented. Mrs. Alexander moved to amend by directing that the communication from Dr. Kemp, considered by the Board of Trustees at the meeting of March 10, 1908, be inserted. The president ruled the amendment •out of order on the ground that the communication had not been presented at the meeting of September 29th. The minutes were then approved. Mr. Lehman presented the report of the Committee on Revision of the By-Laws of the University and the University Statutes, consideration of which was deferred to a later hour.

REVISION OF BY-LAWS AND STATUTES. To the Board of Trustees of the University of Illinois: Your Special Committee on Revision of By-Laws of the Board and Statutes of the University, appointed Dec. 12, 1907 (see page 441, Minutes), having had the subject matter under consideration, beg leave to submit herewith as the result of their labors, unanimously agreed upon: 1. A revision of the By-Laws governing the board, consisting of eight articles on twelve pages (typewritten form), with copies for the convenience of the members of the board. We recommend its adoption in form and substance as submitted, and that one hundred copies be printed pamphlet form. 2. A revision of the Statutes of the University, submitted in the form of a copy of the published Statutes of 1902, showing modifications and amendments of the same since adopted in black ink and the proposed changes by revision, in red ink. Copies for the convenience of the members of the board are herewith submitted.
