Blue P r i n t i n g a n d P h o t o g r a p h y for a n a p p r o p r i a t i o n of $1,500.00 for t h e use of t h e . s a i d d e p a r t m e n t , to be paid from t h e c u r r e n t receipts t u r n e d in to t h e University from t h e sale of photographic a n d blue p r i n t m a t e r i a l . Accompanying t h i s is a s t a t e m e n t of t h e receipts and expenditures of t h e Blue P r i n t D e p a r t m e n t for t h e year ending J u n e 30, 1909, a n d a n estimate of the same for t h e y e a r ending J u l y 1, 1910:

James, President of the University of Illinois: DEAR PRESIDENT J A M E S — I enclose h e r e w i t h E x h i b i t "A," being a s t a t e m e n t of t h e receipts a n d expenditures for t h e year 1908-1909; a n d E x h i b i t " B , " being a n estimated s t a t e m e n t of t h e cost for t h e year 1909-1910. Under E x h i b i t " A " I m a y call y o u r a t t e n t i o n to t h e fact t h a t Mr. G e a r h a r t was on a p p o i n t m e n t by t h e board, and, therefore, his wages did not come o u t of t h e receipts of t h e P h o t o g r a p h i c D e p a r t m e n t . T h e account balance, therefore, t u r n e d in by t h e d e p a r t m e n t was sufficient to p a y t h i s salary with the exception of $16.95, shown as a n item of deficit. I m a y say further t h a t t h e bills o u t s t a n d i n g a n d in process of collection on J u l y 1, 1909, in favor of t h e Photographic D e p a r t m e n t amounted to $625.00. Doubtless a somewhat s i m i l a r a m o u n t r e m a i n e d o u t s t a n d i n g a t t h e beginning of t h e year, J u l y 1, 1908, hence E x h i b i t "A," I t a k e it, is a fair representation of the receipts and expenditures for t h a t year. As I u n d e r s t a n d it, t h e board desires all funds t u r n e d into the. University treasury, a n d re-appropriated for t h e w o r k of t h i s d e p a r t m e n t . I t is t h e plan, as indicated under E x h i b i t " B , " to pay all wages by m o n t h l y pay roll instead of being a n a n n u a l appointment, a s was t h e case w i t h Mr. G e a r h a r t . F o r the c u r r e n t m o n t h s , t h e cost of labor h a s averaged $175.00 a month, a n d this will increase slightly for t h e r e m a i n d e r of t h e year, m a k i n g a labor cost of $2,250.00. I n order to m e e t t h i s item, together w i t h t h e cost of materials, moving into t h e new q u a r t e r s , etc., t h e a p p r o p r i a t i o n for t h e c u r r e n t funds of this d e p a r t m e n t is asked for as indicated in m y letter of December 10th, a m o u n t i n g to $1,500.00.
