Voted that the recommendations and t h e action of the president in this matter be approved. PURCHASES FOR COLLEGE OF MEDICINE. 25. A communication from the purchasing agent explains itself. Voted that the communication be printed in the minutes of the board.

President Edmund J. James: . MY DEAR SIR—At the request of Mr. Bullard, I have taken up the matter of purchases of the College of Medicine at Chicago. The expense to the University will he in printing a triplicate form of requisitions for their use and my expense to Chicago, say, semi-monthly. The office of purchasing agent is "badly in need of space for the transaction of its business. Besides the regular furnishings of the office, we should have space for a fairly complete stock of office supplies for the different departments. This I am satisfied, would amount to the saving of quite a sum of money in the course of a year to the University. There is also the ever-present question of furniture. Experience with the State Board of Prison Industries goes to show that their work is very unsatisfactory. They do not seem to he able to complete any job correctly even when furnished with complete specifications and blue-prints. Some cases just received from them for museum purposes is a sample in point. I am of the opinion that much of this work could be done better and more cheaply in our own shops. I suggest this for your consideration. In conclusion, I am, very sincerely yours, N. HAY, Purchasing Agent. SCHOLAKSHIPS FOE FlLlPINO STUDENTS. At the request of Mr. W. A. Sutherland, superintendent of Filipino students for the United States Bureau of Insular Affairs, it was voted to give free scholarships to eleven Filipino students during the ensuing year. I t was also voted to give a scholarship for the.ensuing year to M. E . Bono, a Filipino.

POSTAL TELEGKAPH-CABLE COMPANY,

The following communication was received from the manager of the Postal Telegraph-Cable Company in Champaign:

CHAMPAIGN, ILLINOIS, Sept. 22, 1906.

President E. J. James, University of Illinois: . DEAR £IR—Believing" that it would be for the advantage of the University community, both faculty and students, to have an office of the Postal Telegraph-Cable Company conveniently situated in the University buildings, I request in the name of my company the assignment of desk room for the establishment of a telegraph office. I t would, of course, be understood that •the University would reserve the right to terminate any such arrangement at any time, with reasonable notice. I t is proposed to make the office hours of such office conform to University practice, the hours from 7:45 a. m. to 5:45 p . m . , with intermission for lunch, being suggested as suitable. I wouJd also request the use of a telephone connected with the University telephone system, and if it be found necessary to install an additional telephone for such purpose, my company will pay the cost of such installation.
