COLLEGE OF LAW. 2. I present the following recommendation from the College of Law, approved and recommended by the Senate, and advise its adoption: "On the recommendation of the College of Law, the Senate voted to rec ommend to the Board of Trustees: "That the degree of Bachelor of Laws be awarded only to students who, before the academic year in which they receive it, have satisfactorily completed a full year's work as registered students in the College of Literature and Arts, or the College of Science, or in a corresponding department of another university or college of recognized standing; or to students who have attained in the courses which they present for the degree an average grade of 85 on a scale of 100. "This rule shall apply only to students who enter the College of Law after the end of the academic year of 1906-07.

T h e recommendation was adopted. 3. I present also the following extract from Dean Harker's report with regard to the College of Law: "Several of the state university law schools give instruction to resident students free of tuition charges. Others offer prizes for superior work in certain lines. We charge tuition and offer no prizes. Inasmuch as a competing law school in the State has within a year offered to one of our best students half tuition and to another free tuition as an inducement to change, I think it would be well to procure the consent of the Board of Trustees to offer as prizes the following: Free tuition during the Junior year for the best student in substantive law during the Freshman year, one-half tuition for the next best student in substantive law during that year; free tuition during the Junior year for the best Freshman student in the law of procedure; one-half tuition for the next best Freshman student in the law of procedure; free tuition during the Senior year for the best Junior student in substantive law; one-half tuition for the next best Junior student in substantive law; free tuition while a Senior for the best Junior student in the law of procedure, and one-half tuition while a Senior for the next best Junior student in the law of procedure." T h e President was authorized, in his discretion, to award scholarships for the coming year in accordance with t h e recommendation. Dr. Davison offered the following resolution, which was adopted: Resolved, That a committee be appointed by the President of the Board to consider the question of scholarships in the professional schools of the University.

Mr. Bullard appointed as members of this committee: Dr. Davison, chairman, Mr. Bayliss, Mrs. Evans, President James, Dean Harker, Dean Quine, Dean Cigrand, and Dean Goodman. SALARIES AND APPOINTMENTS FOR THE ACADEMIC YEAR 1906-07.

In accordance with the action of the Board at its last meeting, I have reappointed all instructors in the University who were recommended by the heads of the respective departments, so far as no change was proposed either in salary or rank and so far as I could approve the recommendations. The following recommendations are made concerning those persons whose appointment is new or whose salary it is proposed to alter or whose rank it is proposed to change. All salaries and increases in salaries date from Sept. 1, 1906, unless otherwise stated. 4. The additions to salaries in the Engineering School and Experiment Station are proposed with the expectation and understanding that the budget of the Experiment Station and Engineering College will be so adjusted that
