One hundred fifty dollars or so much thereof as might be needed, was appropriated t o defray the expenses of a delegate to the National Conference of Charities a n d .Correction in case Governor Deneen should appoint a University m a n in place of President James, w h o had been appointed, but would be unable to go.

REPAIRS.

O n recommendation of M r . Abbott, Chairman of the Committee on Buildings a n d Grounds, $3,500 w a s appropriated for repairs, t h e repairs to be made under the supervision of t h e Committee. M r . Abbott will file later a memorandum of repairs t o be made.

L I N E F E N C E ON S O U T H F A R M .

A letter written by M r . William Sutherland, also one by Professor Davenport, with reference to a line fence on t h e south farm, was referred to the Committee on Agriculture.

MR. H A Y ' S BOND.

T h e bill of t h e surety company for M r . H a y ' s bond—$50—was referred t o President Bullard with power t o act.

CADET U N I F O R M S .

T h e committee appointed to secure bids for cadet uniforms made the following report a n d recommendation:

URBANA, ILLINOIS, April 20, 1906.

To the Board of Trustees of the University of Illinois. GENTLEMEN—By resolution of the Board of Trustees, the undersigned were constituted a committee to call for bids for uniforms, and report with recommendations. Pursuant thereto several firms known as uniform manufacturers were invited to make proposals. Three of the firms responded, sending in bids. One of the firms invited to bid, objected to the manner of receiving and opening bids. Acting on the advice of your President, we advertised in three local papers (copy attached), bids to be opened at noon Monday, April 16th. Subsequently it was decided to change the hour to 2:30 p. m., in order to accommodate Chicago bidders; of this all the known competing firms were duly advised. When it was determined to advertise, the bids already received were returned to the firms making them, with a copy of the advertisement: Bids were received from* the firms, as shown in the abstract attached, and opened at 2:30 p. m., Monday, April 16th, in the presence of your President and representatives of the firms of A. E. Armstrong & Co., Fred Kauffmann, and J. H. Hirsch & Co. The firm of M. C. Lilley & Co. presented with its bid a complete uniform made in accordance with our specifications and a standard suit furnished them. The suit is presented for your examination, pending your final action. The acceptance of Fred Kauffman's bid is recommended. He is not only the lowest bidder, but he has had the contract for several years and has filled it satisfactorily. The original bids are attached to this report. Very respectfully,
