PROCEEDINGS OF THE BOAED OF TRUSTEES. REVOCATION OF ACCOUNTANCY DIPLOMAS.

The following communication from the University Committee of Accountancy was received and referred to the Executive Committee of the Board with power to act, and with the direction that it report its action to the Board:

URBANA, Sept. 26, 1904.

Acting President T. J. Burrill: DEAR SIR—In accordance with rules passed by the Board of Trustees of the University concerning the examination of certified public accountants, the University Committee in charge desires to submit to the Trustees certain matters that have come up, the final adjudication of which is beyond the authority of the University Committee or the Board of Examiners in Accountancy. The degree of C. P. A. has been conferred upon and diplomas' have been issued to Mr. N. C. Johnson, 305 New York Life building, Chicago; and to Mr. Frank E. Webner, American Audit Company, Traction building, Cincinnati, Ohio. These degrees were granted by the Board of Examiners in regular order and the diplomas were duly issued. About the middle of July the Committee of Accountancy received a letter from a committee appointed by the Illinois Association of Public Accountants and the Illinois Society of Certified Public Accountants, enclosing papers protesting against the granting of the degree to the said N. C. Johnson and F. E. Webner. These papers are submitted and are marked 1 and 2. In the opinion of the Board of Examiners, as well as the University Committee, charges against any one to whom the C. P. A. degree has been issued should be made under oath. We so informed the gentlemen who undertook to make charges. In reply we have received an affidavit by Mr. Allen R. Smart against Mr. Webner. This is marked "Exhibit F " of No. 2. We have received also a sworn statement against Mr. N. C. Johnson by Mr. Richard F. Ring. This is marked "Exhibit 3." According to the law (Section 5, page 6, of the Regulations), the University may revoke any certificate for sufficient cause; "provided, that written notice shall have been previously mailed to the holder of such certificate twenty days before any hearing thereon, stating the cause for such contemplated action, and appointing a date for a full hearing thereof by the University; and, provided, further, that no certificate shall be revoked until a hearing shall have been had." Your committee submits these two cases for your consideration. All papers received by the Board of Examiners in these two cases are on file in the office of the chairman of your committee, excepting those sent herewith.

FINANCIAL REPORT OF THE STATE LABORATORY OF NATURAL HISTORY. URBANA, Sept. 27, 1904.

To the Board of Trustees: Your Finance Commitee presents the financial report of the Illinois State Laboratory of Natural History, together with vouchers and pay rolls for the quarters ending March 31, June 30 and September 30, 1904, and recommends that the same be filed in the office of the Business Manager.
