4. I recommend the appropriation of $200.00 for equipment in the physilogical laboratory. Professor Kemp's work is proving to be of a very high order, and he has come to be an important factor in the science work of the University. He has been exceedingly patient in the matter of equipment in his laboratory. He feels, as does Dean Forbes, and myself, that a reasonable addition to his equipment, can no longer be delayed. T h e a p p r o p r i a t i o n was m a d e . 5. I recommend the appropriation of $100.00 for the equipment in the department of botany; and also the sums of $100.00 to the same department to cover ordinary expenses. The latter was in some way inadvertantly omitted from my recommendations at the June meeting. T h e a p p r o p r i a t i o n s were made. 6. I recommend the approval of the following changes among the officers and employes of the College of Medicine, as recommended by the executive faculty of that College: That Mr. W. H. Brown be appointed superintendent at the rate of $125.00 per month from September 1st, in place of Mr. N. M. Verry, resigned. That Mr. B. F . Jenkins be appointed superintendent of the dispensary at $40.00 per month in place of Doctor C. C. O'Byrne, resigned; this appointment to take effect the first of August. That the officers of the College be authorized to employ one nurse for surgical clinics at $30.00 per month; and one nurse for surgical clinics, half time, at $15.00 per month. That Doctor M. M. Babcock be paid at the rate of $25,00 per month including board and room, as assistant to Doctor Kachelle Yarros, in the department of obstetrics. That Miss Rowlands be appointed dispensary nurse at $40.00 a month. T h e r e c o m m e n d a t i o n s of t h e foregoing p a p e r were adopted. 7. At the June meeting of the Board, I was requested to ask Capt. D. H. Clark to remain as military professor at the previous terms, and, if he declined, to secure the detail of an officer from the regular army as professor of military science. Capt. Clark having declined, 1 accorgingly communicated with the Secretary of War and inquired whether it would be practicable for the department to detail an officer from active service to such a position. I was advised that it would not be, and thereupon requested the Secretary to suggest to me the names of suitable officers who were upon the retired list. This he did, and the result was an interview with Major Edmund G. Fech^t, at which was arranged that a detail should be applied for. This was done, and the application was granted and Major Fech^t has already entered upon his duties. His service is to be at no expense to the University. 1 1 may add that this officer has been in the service of the United States 40 years, having entered at the beginning of the Civil War, and at the close thereof having been transferred to the regular army. He was retired in 1898. His military service seems to have been a distinguished one, and his experience has certainly been large. This statement is made for your information, and no action thereupon seems necessary. N o action was d e e m e d necessary on t h i s s t a t e m e n t . i 8. I recommend that the Committee on Buildings and Grounds be directed to investigate whether some more efficient plan for police and fire protection at the University can not be devised; and, if it seem practicable to do so, that the committee report the details of such plan. T h e recommendation was adopted.
