Committee. O n motion of Mr. A r m s t r o n g t h e r e c o m m e n d a t i o n of t h e committee was adopted. O n motion of M r s . Flower, P r e s i d e n t D r a p e r was asked to draft t h e necessary bills. T h e C o m m i t t e e on I n s t r u c t i o n made t h e following r e p o r t a n d t h e r e p o r t was adopted. T h e a p p r o p r i a t i o n of $300 for t h e P r e p a r a t o r y S c h o o l was made.

REPORT OF THE COMMITTEE ON INSTRUCTION.

URBANA, I I I . , December 14,1898. lo the Board of Trustees. GENTLEMEN:—Your Committee on Instruction reports as follows: 1. As the School of Pharmacy is now conducted, there is no one in charge of the administrative affairs in regular and constant attendance, except the secretary of the Faculty. The Dean of the Faculty, having some other business to occupy his time, is not in attendance but about three days in a week. Without wishing to express any dispargement of the efficiency of the present Dean, we believe the interests of the school demand the full time of a strong and competent head, and would therefore recommend that the Board direct President Draper to secure a competent man for that position for the coming college year. 2. That the Board deems it important to introduce into the University courses work in oratory or expression, and that an instructor in such work be added to the department of rhetoric at the beginning of the next year, and that the name of said department be changed to that of rhetoric and oratory. 3. We recommend an appropriation of $300.00 for the purchase of apparatus and increase of facilities for laboratory work in the Preparatory School.
