Library Hall by putting in a special reducing valve to reduce this air pressure to 15 or 20 pounds, as designed for actuating the regulating apparatus. The steam air compressor now in Library Hall can then be removed to Engineering Laboratory, for whatever use it may be required. We believe this to be the best plan, on account of the need for usinc compressed air in different departments of the University, and that the temperature regulating apparatus will then act as intended. After this is done we recommend that the fan be run at full speed of 150 revolutions per minute during the entire time that theLibrary Building is in use, without regard to external temperature. A letter from Professor Ehoades asking that ladies in faculty families be allowed to attend classes and use pictures, models, etc., for sketching,without registering or the payment of fees. This is a matter which has heretofore been presented to the officers of the University. The object sought is instruction. The decision has always been that all instruction must be subject to the regulations. It is impossible to draw the line elsewhere. 1 recommend that the request be not granted. O n motion of M r . M c L e a n , t h e r e q u e s t was denied. 3. I recommend that authority be given to import chemical materials to* the extent of $1,500, and materials for the botanical laboratory to the extent of $60, the same to be charged to next year's accounts. A u t h o r i t y given on motion of Mr. M c L e a n . 4. I transmit an application from Dean Kinley for an appropriation of $100 to bear the necessary expenses of an investigation of the relation of agricultural prices and products and the development of agriculture to the growth of the use of agricultural machinery, and I recommend that the application be granted. A p p r o p r i a t i o n m a d e on motion of Mr. A r m s t r o n g . 5. I transmit a communication from the director of the Library School recommending that after this year the same fees be charged in this School as in the School of Law, and that it be thus put upon a strictly professional basis, I concur in this recommendation and advise its adoption. Referred to C o m m i t t e e on I n s t r u c t i o n . 6. I transmit for your information a letter from Dr. A. C. True, U. S. director of agricultural experiment stations, commenting upon the work of Professor Grindley touching the investigations of foods and the nutrition of man, which our chemical department has been carrying on in connection with Dr. True and his special agent, Dr. W. O. Atwater, and also letters from Professors Palmer and Grindley upon the same subject. It is desired that we shall pursue a liberal policy in this regard. I think this wise and have already advised Dr. True to that effect; and I recommend an appropriation of $300 to aid the work and cooperate with the U. S. Department of Agriculture in the matter. Referred to C o m m i t t e e on I n s t r u c t i o n . 7. I transmit notice from the General Faculty of their action recommending the division of the University year into two semesters instead of three terms. There is yet some uncertainty in the Council of Administration and the Faculty upon this matter. Two heads of departments have been directed to prepare schedules of work upon the proposed plan, and the ultimate conclusion as to the advisability of the change will depend upon the results reached. I therefore recommend that the matter be referred to the Committee on Instruction, with power to act upon this or any other changes in the catalogue requiring the action of the Board of Trustees.
