GENTLEMEN:—Your Committtee on Instruction recommends that the resolution adopted concerning the transmission of communications and report (see page 88) be amended to read as follows: Resolved, That hereafter the recommendations of the President shall be presented to the Board with such explanation thereon as he may seefitto offer; that by general consent action may be had thereon at once; and that upon the request of any member any recommendation shall be referred to the proper committee for report at the same meeting of the Board. Nothing herein contained is intended to change the relations heretofore existing between the University and related institutions, nor to impose upon the President of the University any official responsibility beyond that of giving information and expressing opinions touching matters presented, as he may desire.
