Mr. Stratton D. Brooks, upon recommendation of President Draper, was appointed Assistant Professor of Pedagogy and High School Visitor, his term of service t© begin December 1, 1999, and his salary to be $1,600 a year. Respectfully submitted,

T h e action of t h e c o m m i t t e e was confirmed. Mr. B u l l a r d offered t h e following resolution, which was a d o p t e d : WHEREAS, The Board through its Committee on Buildings and Grounds did invite proposals for coal for the University for the year beginning with September, 1899; and WHEREAS, On the 16th day of August last bids were opened and the contract for furnishing fuel for the year was awarded to the Odin Coal Company on their proposal of $1.00 per ton for pea coal delivered f. o. b. cars in Champaign or Urbana—the lowest bid which was received—and WHEREAS, The said Odin Coal Company has failed repeatedly to furnish coal of the quantity and quality as stipulated; and WHEREAS, There is no forfeiture or penalty attached for failure to furnish coal by the said Odin Coal Company; therefore, be it Resolved, That the Committee on Buildings and Grounds is hereby instructed to make an additional contract for furnishing coal to the University for said year in such quantity and at such rates as it best can for the interests of the University, so that the University may not be compelled at any time to go into the market and buy coal at local market prices. T h e S e c r e t a r y was i n s t r u c t e d t o notify t h e c o m p a n y of t h e acceptance of its proposition.

AGRICULTURAL BUILDING. DECEMBER 13, 1899.

To the Board of Trustees: Your Committee on Buildings and Grounds has to report that the work on the new agricultural buildings is going on in a satisfactory manner with one exception, that the work is not progressing as speedily as it should. The fall season has been an excellent one for building, but much of it has been lost ta the contractor because of his inability to' obtain materials with which to do his work. The contractor, Mr. Jobst, assures us that from this on no more delay will be experienced from that cause and he is sure that he will be able tc forward the work as fast as the weather will permit. We attach to this the report of Mr. Llewellyn, the architect, and desire that it be printed as a part of our report. Respectfully submitted,
