Mr. N i g h t i n g a l e offered t h e following resolution which was referred t o t h e C o m m i t t e e on I n s t r u c t i o n :

UNIVERSITY FEES.

WHEREAS, The University of Illinois is an educational institution, established and maintained by the State, and WHEREAS, The public schools oii the State are and ought to be free, therefore Resolved, That it shall be the policy of the University of Illinois to offer an -education, in its academic and other departments, except prof essional schools, free to all the young people of Illinois who are prepared to receive its privileges; further Besolved, That the tuition to students from other states than Illinois be dollars a year. Appropriations for the Three Months Ending December 31, 1899.

DINING ROOM.

Mrs. Flower offered the following resolution which was adopted:

WHEREAS, It is neither dignified nor profitable for the University to appear to compete with the boarding houses of Champaign and Urbana, and the University would avoid this so far as practicable, yet as it is absolutely necessary that some special provision thall be made for suitable food for students other than can be obtained in such boarding houses for so large a number of students as is now attending the University, and WHEREAS, It is of much importance that the University shall take up in a substantial and permanent manner the all important subject of domestic economy and a proper and nutritious food supply for the public, and WHEREAS, It was the intention to do this at the present time, but as preparations are not sufficiently advanced to enable us to start in the matter at the opening of the University and as we are alsp; embarrassed for lack of funds with which suitably to support the enterprise, therefore Besolved, That the establishment of a dining room at the University be postponed until the opening of the University in September, 1900; that the Committee on Students' Welfare be empowered to make all arrangements to
