t h a t the small sale of flowers can not be held to work a h a r d s h i p to others, when it is r e m e m b e r e d t h a t such sales have been made from t h e b e g i n n i n g , a n d long before t h e correspondents engaged in b u s i n e s s ; a n d also t h a t t h e g r o w t h of t h e U n i v e r s i t y h a s created a d e m a n d for flowers m a n y times g r e a t e r t h a n its own sales. T h e matter of m a k i n g an a p p r o p r i a t i o n to p r i n t t h e prize essay on B a n k i n g in Illinois, w r i t t e n by Charles H u n t e r G a r n e t t , a g r a d u a t e of t h e U n i v e r s i t y in 1896, was, on motion of Mr. Morrison, referred to t h e C o m m i t t e e on P u b l i c a t i o n , with i n s t r u c t i o n s to e x a m i n e t h e essay and report to t h e board at its next meeting. Professor K i n l e y ' s title was c h a n g e d to "Professor of E c o n o m i c s , ' ' A telegram was received from Mr. I n g l i s s t a t i n g t h a t he was u n avoidably d e t a i n e d in Springfield a n d could not a t t e n d t h i s m e e t i n g of t h e Board. T h e following resoultion was a d o p t e d : Besolved, That appropriate certificates shall be issued at the proper time to graduates of the School of Pharmacy who are duly recommended therefor by the faculty of the said School and approved by the vote of the General Faculty of the University. U p o n r e c o m m e n d a t i o n of t h e Council of A d m i n i s t r a t i o n , t h e Board, on motion of Mr. A r m s t r o n g , approved t h e following a d d i t i o n s a n d c h a n g e s in t h e catalogue: 1. The announcement of a Law School. 2. The announcement of a course, in the College of Literature and Arts, preparatory to law. This course is composed of subjects now offered in the departments of economics, history, public law and administration and rhetoric, and is announced as a course likely to constitute one year's work of the three required for the degree of Bachelor of Laws. 3. The readjustment of the courses in physics, chemistry, and electrical engineering, necessitated by the appointment of a new professor of physics a year ago. 4. The addition of a course in philosophy and one in English Literature. 5. The reduction of the number of credits required for graduation in the chemical group, College of Science, from 41 to 40. This will make the requirement uniform in all departments of the University. 6. The arrangement of courses in elementary chemistry and physics conjointly, leading to the degree of B . S . , a n d a change of the name of the "Chemical Group" to that of the "Chemical and Physical Group," 7. The reconstruction and extension of the courses in astronomy in the mathematical group, College of Science. 8. Sundry unimportant changes, not numerous, made necessary by the above changes. On m o t i o n of Mr. M c L e a n it was voted t h a t t h e s t a n d i n g comm i t t e e s of t h e B o a r d should be as follows: Agriculture, four m e m b e r s ; Buildings and Grounds, fou^ members'; Finance, t h r e e m e m b e r s ; Instruction, four m e m b e r s ; Publication, t h r e e m e m b e r s ; Library, five members, i n c l u d i n g t h e P r e s i d e n t of t h e University, t h e Business M a n a g e r , and t h e L i b r a r i a n ; Students' Welfare, four m e m b e r s ; School of Pharmacy, five members, includi n g t h e P r e s i d e n t of t h e U n i v e r s i t y and t h e Business M a n a g e r .
