6. The ordinary growth of the University necessitates an increase in the appropriation for operating expenses. At least $110,000 a year has become necessary. 7. The library building is going to be very nearly, but probably notquite finished out of the appropriation already made therefor. That appropriation has been taxed for iron book stacks when it was not so intended. It will be necessary for the legislature to make an appropriation to complete the building. We think $5,000 will be sufficient for that purpose. It will also be necessary to make an appropriation for furnishing the building, for which we think the sum of $8,000 will be moderate but will suffice. 8. Our library needs augmentation. For years the legislature has postponed liberal appropriations for this purpose on the ground that we lacked library accommodations, but provision has now been well made in that direction. The committee is of the opinion that the legislature should, at the least* give us $20,000 for each of the two succeeding years for library purposes. 9. The College of Engineering will always be under the necessity'of liberal support, if it is to maintain its position at the head of such institutions in the West. An engineering equipment is expensive. It deteriorates rapidly f and the progress of invention creates the continual necessity of reinforcing an extension of equipment. At least $25,000 per year is necessary in thisconnection. 10. The equipment of the Astronomical Observatory needs to be supplemented. The building has been erected and some of the equipment purchased and installed, from the appropriation made by the last General Assembly. The professor in charge submits a detailed statement showing the need of an appropriation of between $9,000 and $10,000. We recommend that the sum of $7,000 be asked for this purpose. 11. The board has frequently considered the the importance of purchasing the two pieces of property within our general boundaries and known as the Chase property, and no one can look over the University without seeing the desirability of doing so. The property was offered a year or more ago for $7,000, and we advise that the sum of $15,000 be appropriated for its purchase and the purchase of other property adjoining our grounds valued at about $8,000. Tabulating the foregoing recommendations, and including some small and usual items, the committee recommends that the legislature be asked to appropriate the following amounts:
