REPORT OF COMMITTEE ON BUILDINGS AND GROUNDS.

To the Board of Trustees of the University of Illinois. GENTLEMEN : Your Committee on Buildings and Grounds has to report t h a t t h e new drill hall is almost completed; t h a t there remains to finish the building only t h e painting, drainage, grading, laying of t h e floors, t h e lumber for which is already provided, the hardware, and a few minor matters of little expense. There is a balance in favor of t h e appropriation for t h e building of about one thousand and ninety-five dollars, and contracts yet unfinished amounting to about two hundred and eighty-eight dollars. The work yet to be provided will cost about fifteen hundred dollars, or about seven hundred dollars more than t h e appropriations as now made. Your committee would respectfully represent that this expense above t h e appropriation is partly due to having to finish the roof during t h e winter weather, and asks t h a t t h e necessary appropriation be made for finishing t h e building in a good and substantial manner. GENTLEMEN : Your Committee on Buildings and Grounds realizes t h a t t h e large amount of extra work required of Professor Bicker in designing and superintending t h e new drill hall in t h e present year has been a great draft upon him both in time and care, and we recommend t h a t he be paid three hundred and fifty dollars from current funds for such extra services, and t h a t he be given a leave of absence from June 12 to September 12, 1890.
