Paper D is an estimate of the receipts and expenses for the twelve months ending September 1, 1888. Paper E is an estimate of the receipts for the six months ending March 1, 1888. Paper F is a list of appropriations asked for the six months ending March 1, 1888. You are asked to appropriate also the credits on collections which may be made in favor of the several items.
