An activity that has often been confused with education is control work, such as inspection duty and law ' enforcement. That the university may well be consulted ' ! j to as a source of expert information bearing on proposed iect legislation, goes without saying; but to enforce the laws enacted with or without its advice, arrest and fine citiJC crs zens or put them in jail—that is the business of the ad" ministrative branch of the state government, backed by ^ ** the armed forces of the state if necessary.
