i 9 48] U N I V E R S I T Y OF I L L I N O I S 961 University installed transmission lines connecting with those of the Illinois Power Company, with an automatic cut-off, so that in the event of power failure from the University plant, power service will automatically come in from the Illinois Power Company. Unfortunately continuous service has not resulted. On at least three occasions power service from both sources has failed simultaneously. The Physical Plant Department, the Dean of Students, and the University Health Officer have recommended the installation of a battery operated emergency lighting system in McKinley Hospital. The proposal has been approved in principle by the Committee on Special Appropriations and Nonrecurring Expenditures. It is necessary to prepare plans and specifications and secure bids before an appropriation can be recommended. The Physical Plant Department requests authority to engage the firm of Graham, Anderson, Probst, and White to prepare plans and specifications at a cost of $2,500. Funds are available in the Physical Plant budget for 1947-1048. I recommend approval of this proposal. This matter was referred to the Committee on Buildings and Grounds for consideration and report. AWARD OF CONTRACT FOR THE SUPERVISION OF THE ASSEMBLY AND ERECTION OF THE BETATRON (13) On May 27, 1947 (Minutes, page 368), the Board of Trustees approved a contract with the Allis-Chalmers Manufacturing Company of Milwaukee for the preparation of the design and working drawings for the Betatron. It will be necessary to secure experienced engineering assistance in actual construction of the Betatron on the site. Since the Allis-Chalmers Company has prepared the drawings and specifications, it will be advantageous if the engineering assistance can be secured from this company. Professor D. W. Kerst, in charge of construction and of the Betatron Research Program, Professor F. W. Loomis, Head of the Department of Physics, Dean M. L. Enger, Dean of the College of Engineering, and the Comptroller recommend that a contract be executed with the Allis-Chalmers Manufacturing Company to provide engineering assistance under the following terms: Services of supervisory erection engineers will be provided at the rate of $75 a day and services of assistant erection engineers will be provided at the rate of $28 a day. The University will have the option of terminating the contract at any time by written notice to the Company. It is also recommended that the Company be given authority to purchase necessary miscellaneous materials and tools, and to hire labor, during the assembling, with the provision that all purchases of material or equipment of $25 or over shall be approved in advance by the University and that the total of such purchases shall not exceed $25,000. All purchases of $1,000 or more will be submitted to the Board for approval in accordance with the usual procedure. I concur in the above recommendation and request authority for the Comptroller and the Secretary of the Board to execute a contract in accordance with these recommendations. On motion of Mr. McKelvey, these recommendations were adopted. REPORT OF AUDIT OF UNIVERSITY ACCOUNTS (14) The Secretary of the Board reports that he has received from Arthur Young and Company, auditors, the report of their examination of the accounts of the University for the year ended June 30, 1047. Copies of the report have been sent to President Stoddard and all the members of the Board of Trustees. The report includes a certification of the balance sheet, a statement of current income and expenditures and current funds surplus, and summaries of transactions of all departments. This report was received for record. ADDITION TO CONTRACT FOR BUILDING LIGHTING IMPROVEMENTS (15) The Director of the Physical Plant recommends an increase in the amount of $2,500 in the contract with Graham, Anderson, Probst, and White for engineering services in designing lighting improvements. The present contract provides for such engineering service on the Architecture and the Physics Laboratory buildings (Minutes, October 30, 1947, page 922). The addition is for similar service on the Transportation Building.
