PLANS FOR STUDENT AND STAFF APARTMENT PROJECT AT URBANA (10) The State appropriations made to the University for the biennium of 19471949 include $400,000 for student and staff apartments at Urbana-Champaign. This project is to provide housing for married students, including graduate students who are also staff members. T h e $400,000 may be augmented by an assignment from a capital appropriation of $618,845 for contingencies. The architectural firm of Skidmore, Owings, and Merrill has completed plot plans, floor plans, and elevations for this project, to be erected at Green and Goodwin Streets. These plans have been approved by the Building Program Committee. Additional funds must be secured by borrowing, but whether the entire project can be carried out now will depend upon the cost. The Committee has recommended: 1. That the architects be authorized to complete detailed plans and specifications for the entire project. 2. That the sum of $250,000 from the contingent item in the biennial capital appropriation be tentatively earmarked for the project. 3. That when plans are completed, bids be taken in such form as to make possible the award of contracts for such part of the work as can be financed. I recommend approval of these proposals.

On motion of Mr. McLaughlin, the proposals of the Building Program Committee were approved.

SPECIAL APPROPRIATIONS FOR NONRECURRING EXPENDITURES (11) The Committee on Special Appropriations and Nonrecurring Expenditures recommends assignments from the General Reserve Fund for the following purposes: 1. Remodeling of Armory for Naval Science facilities $ 36 000 2. Alterations and lockers in Men's Old Gymnasium 26 000 3. Alterations and improvements in Smith Music Hall 22 000 4. Residence and new water supply at Dixon Springs Experiment Station 13 000 5. New microscopes and accessories for Department of Geology 10 500 6. One five-passenger car, one panel truck, and laboratory equipment for College of Veterinary Medicine 9 500 7. Cabinets and reference books for Department of Botany 4 600 8. Additional toilet facilities for Division of Floriculture 4 000 9. Publication of 3,000 copies of "Ferment in Education" (Proceedings of the Installation of the President) 4 000 10. Lockers, electrical outlets, and fluorescent lamps for Department of Bacteriology 3 768 11. Improvements in Medical Library (Chicago) 2 750 12. Installation of constant temperature and humidity equipment in Noyes Laboratory for State Water Survey 2 500 13. Computing machines for Department of Psychology 2 250 14. Chemical hood for Department of Entomology 2 000 15. Cabinets, curtains, and utility connections in fourth floor of Mumford Hall for Department of Forestry 1 855 Total $144 723 These proposed improvements have been carefully studied by the Committee on Special Appropriations and Nonrecurring Expenditures. ENGINEERING SERVICES FOR EMERGENCY LIGHTING SYSTEM FOR MCKINLEY HOSPITAL (12) Electric power service to McKinley Hospital is supplied by the Abbott Power Plant through a load center which also serves the South Farm area.
