institutions of higher learning in that state. T h e University of California has a regulation similar to that of the University of Illinois but has made exceptions similar to the one in the proposed appointment of "M." Shimpe Nishimura.

On motion of Dr. Meyer, this appointment was authorized as recommended.

REAPPOINTMENT OF PROFESSOR WALTER S. MONROE AS ACTING DEAN OF THE COLLEGE OF EDUCATION (5) A year ago when the deanship of the College of Education became vacant, Professor Walter S. Monroe was appointed Acting Dean of the College for the academic year 1945-1946. President Willard recommended the appointment of an acting dean in order to leave the way open for his successor to select a dean. Although I have given a good deal of thought to this position and have had conferences with representatives of the faculty of the College of Education, it has not been possible to reach any definite conclusions which would justify my recommending the appointment of a dean at this time. It seems to me that the best interests of the University would be served by continuing Professor Monroe in the position of Acting Dean. I have discussed this with him and he is willing to carry on for another year. I therefore recommend that Professor Walter S. Monroe be appointed Acting Dean of the College of Education for one year from September 1, 1946, under the same terms as heretofore, viz., at a salary of $1,000 in addition to his salary of $6,500 as Professor of Education and Director of the Bureau of Educational Research.

On motion of Mr. Nickell, this appointment was made as recommended.

APPOINTMENT OF DIRECTOR OF THE INSTITUTE OF LABOR AND INDUSTRIAL RELATIONS (6) I recommend that Dr. Phillips Bradley, now Professor and Director of Extension of the New York State School of Industrial and Labor Relations, Cornell University, Ithaca, be appointed Director of the Institute of Labor and Industrial Relations with the rank of Professor at the University of Illinois, effective August I, 1946, at an annual salary of $9,000. His appointment as Director will be until August 31, 1947, conforming in tenure to other appointments of this rank, and his appointment as Professor is on indefinite tenure.

On motion of Mr. Williamson, this appointment was made as recommended.

APPOINTMENT OF PROFESSOR HENNING LARSEN AS HEAD OF THE DEPARTMENT OF ENGLISH (7) Professor H. N. Hillebrand, who was Head of the Department of English and who has been on leave of absence because of physical disability since November I, 1944, has resigned his position as Head of the Department. During his absence Professor Henning Larsen has been Acting Head of the Department. A year ago the President of the University on recommendation of the Dean of the College of Liberal Arts and Sciences appointed a special committee to consider candidates for the permanent headship and to make recommendations. This committee has unanimously recommended the appointment of Professor Henning Larsen as permanent H e a d of the Department. In accordance with the University of Illinois Statutes, all members of the Department of English of professorial rank were consulted concerning the committee's recommendation, and the result is an overwhelming endorsement of Professor Larsen. I am, therefore, recommending that Professor Larsen be made Head of the Department of English on indefinite tenure beginning September 1, T946, at an annual salary of $8,000.

On motion of Mrs. Grigsby, this appointment was made as recommended.
