United States Government for expenditures on the installation of 275 houses, said reimbursement being estimated to be $320,600; (b) the cost of additional sanitary sewer facilities if existing utilities are found inadequate. The program approved by the Board on May 29 provides for the use of only a part of the temporary housing requested by the University and allocated by the Federal Public Housing Authority. T h e latter still has available 143 buildings, tentatively assigned to the University and subject to acceptance, which will provide additional facilities for 18 families and 400 single students. The F P H A has also ruled that five per cent of the total number, or 36 family units, may be used by non-veteran staff members, and such use of these facilities is greatly needed. Acceptance of the additional facilities will require expenditure of $151,000 of University funds, making a total cost of $1,183,000, compared with $1,032,000 (previously estimated to cost $1,079,600) for the temporary housing program as heretofore approved. It seems desirable that these additional facilities be accepted. Allowing for units available to staff members, there would be an excess of only 382 over the estimated enrollment of 15,000. The temporary housing program, for both students and staff, is the University's most immediate and urgent need in dealing with the housing problems. T h e University has requested an additional State appropriation of $1,000,000 to replace expenditures from the appropriation of $1,500,000 for Students' Residence Halls and equipment and used for temporary housing. If the assignment now suggested is made, there would remain a balance of $317,000 in the State appropriation of $1,500,000 for housing, of which $64,125 has been assigned for preparation of plans and specifications. T o this could be added the balance of $250,950 in the Contingency fund, leaving a total of $567,950 for permanent housing. T h e estimated cost of the proposed permanent residence hall, for which plans have been completed, is $1,515,000, but no bids on it have been received. It appears advisable to take no steps toward encumbering or expending these funds until the temporary housing situation is more clear or additional funds are made available. Accordingly, it is recommended that the program for housing approved on May 29 be amended as follows: 1. Additional housing be requested from F P H A to provide for 18 families and 400 single students. 2. T h e budget for the temporary housing be increased from $1,079,600 to $1,183,000 and the Governor be requested to release an additional $103,400 for this purpose by transfer from the amount previously released for permanent housing. Bids secured indicated that the cost of the Stadium and Skating Rink dormitory projects will total $157,000 instead of the $120,000 previously estimated. It will be necessary to secure a revision of the releases of funds by the Governor, in a lump sum to provide for variations in the actual costs. 3. No further work be done on the permanent housing program until final costs of the temporary program are known or until additional funds are provided through State appropriations. On motion of Dr. Meyer, these recommendations were adopted.

AMENDMENT O F POLICY AND R U L E S RELATING T O C O M P E N S A T I O N AND W O R K I N G C O N D I T I O N S O F NONACADEMIC E M P L O Y E E S (3) T h e Director of Nonacademic Personnel, with the concurrence of the Nonacademic Personnel Advisory Committee, recommends to the Board of Trustees that Section I I I , page 3, of the "Policy and Rules Relating to Compensation and W o r k i n g Conditions of Nonacademic Employees" be amended by deleting the italicized material as follows:

III. METHODS OF DETERMINING RATES OF COMPENSATION

1. All proposed changes in group rates shall be submitted to the Director of Nonacademic Personnel not later than September 1 preceding the biennium beginning the following July J, shall be effective not before the beginning of the biennium, and shall not be exceeded during the biennium.
