BOARD OF TRUSTEES PRESIDENT STODDARD PRESENT

[July 30

President Livingston stated that President George Dinsmore Stoddard was present for the first time since taking charge of the affairs of the University on July 1, 1946, and asked him if he cared to make any statement. President Stoddard made a brief statement touching on the functions and aims of a State university, and the problems facing all educational institutions at the present time.

MATTERS PRESENTED BY PRESIDENT STODDARD

The Board considered the following matters presented by the President of the University.

AWARD OF CONTRACT FOR WELL ( i ) T h e Physical Plant Department has received the following bids on a test well and a new well to be located on the South Farm on the Urbana campus: Hayes and Layne-Western Sims, Company, Item Champaign Chicago Test well, 175-foot depth $ I 050 00 $ 700 00 Gravel packed well, 175-foot depth n 513 50 8 485 00 25 feet of screen I 456 50 (included with well) Total Bid $14 020 00 $9 185 00 The test well will first be sunk, and if the supply of water is found adequate the well will be finished. The additional water supply is urgently needed for reasons explained in a letter dated July 15 from the Director of the Physical Plant Department to the Comptroller, a copy of which is hereby given to the Secretary of the Board for record. T h e Director of the Physical Plant Department and the Comptroller recommend that the contract be entered into with Layne-Western Company, the lowest bidder, for a test well at $700 and for the completed well if dug at an additional $8,485. Funds are available in the State appropriation of $120,000 for "Water Station improvements" made to the University of Illinois for the biennium of 1945-1947-

On motion of Mr. McKelvey, this contract was awarded as recommended.

REASSIGNMENT OF FUNDS FOR STUDENT HOUSING (2) On May 29, 1946 (Minutes, pages 1112-1113, 1116, 1122), the Board approved a recommendation from President A. C. Willard for the assignment of funds for student housing at Urbana-Champaign as follows: ( a ) Additional temporary housing, supplementing present facilities, to provide accommodations for 150 families and 1730 single students, at a cost of $572,600, to be assigned from the $1,500,000 State appropriation for Students' Residence Halls and equipment. These facilities would include remodeling the West Hall of the Stadium and the Ice Skating Rink to house 738 single students, and Federal Public Housing Authority temporary buildings to house 150 families and 992 single students. (b) Assignment of $356,275 in this appropriation and $250,950 in the fund for Contingencies in the State appropriations for buildings (total $607,225) for the partial cost of a new women's residence hall. Requests for releases of funds for such uses were submitted to and have been approved by the Governor. In the meantime, more complete data on the cost of temporary housing are available which indicate a probable cost of $1,032,000, compared with the previous estimate of $1,079,600. Two factors which will affect the ultimate cost of the temporary housing program are not yet determined: ( a ) the exact amount of reimbursement due the University by the
