(38) T h e Purchasing Agent and the Director of the Physical Plant Department submit the following schedule of bids, received and opened on June 15, 1942, on coal for the Abbott Power Plant for 1942-1043: Price f.o.b. In addition advertisements were published in the Danville Commercial News, the Chicago Tribune, and the Chicago Journal of Commerce, inviting bids. Operators in other areas can not compete because of the differential in freight rates. T h e University's requirements a r e approximately 36,000 tons a year. Bids on 30,000 tons of screenings were invited, but the lowest bidder—the Globe Coal Company—can supply only 22,500 tons. T h e Tilton Mining Company quoted t h e same price, but the Globe Coal Company's coal is considered best due to the low percentage of fines. Approximately 17,000 tons are now in storage. T h e Purchasing Agent and the Director of the Physical Plant Department recommend the award of the contract for delivery of screenings, as required during the year, to the Globe Coal Company, Chicago, for 22,500 tons at $1.65 a ton, f.o.b. mine. T h e freight rate is 63 cents a ton, making the delivered price $2.28 a ton. I recommend approval. O n m o t i o n of M r . 'Washed screenings for delivery during July, August, September, and October at the rate of 2,500 tons per month.
