APPROPRIATION TO DEPARTMENT OF DAIRY HUSBANDRY (39) T h e Head of the Department of Dairy Husbandry recommends that the excess receipts over estimated income from departmental sales be appropriated and made available for operating expenses for the balance of the current fiscal year. The Department supplies all the milk and other dairy products for the Illini Union Building, the Residence Halls, the H o m e Economics Cafeteria, and for class laboratories. T h e Department found it necessary to purchase during the year additional cattle to meet the demand. T h e establishment of the Naval Training School for Signalmen has increased the demand, and it may be necessary again to increase the dairy herd. Increasing the herd has meant more feed to purchase, and feed prices have been about fifty per cent higher than they were when the budget for 1941-1942 was prepared. The Department has also expended about $3,000 in repairs, installing new plumbing, and making other improvements to comply with milk inspection recommendations. These expenditures likewise were not contemplated when the budget was prepared. On the other hand, milk prices have advanced and sales have increased which accounts for the increased income of the Department. Operating expenses for the year will be approximately $5,756 in excess of budget appropriations; receipts will be about $6,800 in excess of the original estimate. I concur in the recommendation of the Department that the excess receipts be appropriated to the Department for the current year, with the provision that any unused or unexpended balance at the end of the fiscal year will lapse itito unappropriated agricultural income reserve. REAPPROPR1ATION OF PHYSICAL PLANT EXPENSE AND MAINTENANCE F U N D S (40) T h e Director of the Physical Plant Department requests that the unexpended balances in the total Physical Plant Department operation and maintenance budget (both for Urbana and Chicago) at the end of the current fiscal year be carried forward and made available for the fiscal year beginning July 1, 1942. The unexpended balance in this appropriation as of May 31, 1042, was $164,695. T h e amount of the reappropriation will be the unencumbered portion of that balance. T h e average monthly expenditure for the past eleven months of the fiscal year was about $95,000. I recommend approval. O n m o t i o n of M r . CHANGE IN CONTRACT FOR ELEVATOR REPAIRS IN RESEARCH AND EDUCATIONAL HOSPITALS (41) T h e Director of the Physical Plant Department requests approval of a change in the contract with the Otis Elevator Company for repairing elevators in the Research and Educational Hospitals by omitting the new DC brake frames and coils with necessary rectifiers, as originally specified for elevators 1, 2, 4, and 5, reducing the total amount of the contract by $1,044. Priorities make it impossible to get this equipment now, but it can be installed later. Since there is a mechanical brake now on the elevator, omission of this installation will not constitute a safety hazard. T h e electrical equipment would have reduced maintenance costs and provided more comfort for passengers. I recommend approval of this change order. O n m o t i o n of M r .
