I also submit a memorandum giving further information concerning the budget and work of this Division.

On motion of Dr. Meyer, these appointments were made.

APPROPRIATION FOR SUBCOMMITTEE O N STUDENT DISCIPLINE (25) Professor A. W. Secord has been asked to serve as Chairman of the Subcommittee on Student Discipline. This will require a good deal of his time, and it is not fair to ask him to assume such a responsibility without relieving him of some of his work as Professor of English. T h e Department of English has advised t h a t $575 will provide Professor Secord with the necessary assistance he will need in his teaching to release time for his work as Chairman of the Subcommittee on Student Discipline. This is approximately one-third of the time of an assistant who will be employed as a reader for some of the written work in two of the courses taught by Professor Secord. I recommend t h a t an appropriation of $575 be made from t h e General Reserve Fund to the Department of English for this service.

On motion of Mr. Davis, this appropriation was made, by the following vote: Aye, Mr. Adams, Mr. Cleary, Mr. Davis, Mr. Fornof, Mrs. Grigsby, Mr. Jensen, Mr. Livingston, Dr. Meyer; no, none; absent, Mr. Green, Mr. Karraker, Mr. Wieland.

ORCHARD STREET DRAIN IMPROVEMENT (26) T h e Board has authorized the acceptance by t h e University of its share of the cost of the proposed Orchard Street storm drain improvement No. 200 which will drain University property south of Florida Avenue (Board Minutes of August 5, 1941, page 425). T h e University's share was originally estimated at $3,154. The Board of Local Improvements has advised t h a t an error was made in calculating the amount of gasoline tax funds applicable t o this project and that t h e total amount to be paid from local funds ($27,192) is greater than t h e amount previously reported ($26,787), increasing the University's share by $568. T h e Director of the Physical Plant Department recommends that the University accept an assessment of $3,722 for its share of the cost of this improvement instead of $3,154.

On motion of Mr. Livingston, this revised assessment was accepted.

RETIREMENT FOR PERMANENT DISABILITY (27) T h e Board of Trustees has repealed the former system of retiring allowances and death benefits (but with the provision t h a t retirement thereunder may be permitted in certain special cases when it is t o the best interests of the University) in view of the enactment of t h e University Retirement System of Illinois. T h e former system provided for disability benefits to employees who become
