appearing thereon, present financial solvency as shown by a satisfactory financial statement, and available funds Cor the necessary investment to establish and carry out the Fixed-Base operation proposed, together with such additiooal information as may be appropriate in particular cases. 2. Every individual applicant, and all the officers of any corporate applicant, and all partners in any partnership applicant, shall be of good moral character. References will be required. Each applicant shall agree to require these same qualifications of each of his employees, 3. Every applicant will be required to provide a satisfactory bond conditioned c m his continuation in the business of the Fixed-Base operation applied for, for at least two years, in an amount commensurate with the type of Fixed-Base operation applied for. 4. Every applicant will be required to show that he either owns and possesses O r has definite commitments for satisfactory plant, equipment, tools, and other materials necessary to carry out the purpose of the proposed Fixed-Base operation, including all franchises and other contracts or approvals which are reasonably necessary for the type of Fixed-Base operation proposed, 5. Every applicant will be required to show that he has in his employ, or has commitments for the employment of, qualified personnel for all phases of the performance of the contemplated Fixed-Base operation. In positions where such is necessary, the applicant shall show that he has commitments from personnel having current all the necessary aeronautical certificates and ratings. 6. Every applicant will he required to indemnify the Board of Trustees of the University of Illinois against any loss arising out of his Fixed-Base operation, the form of such indemnity agreement to be approved by the Legal Counsel! To further insure the performance of such indemnity agreement, each such applicant will be required to furnish insurance commensurate with the particular type of operation applied for, and a performance bond guaranteeing the performance of all conditions of his agreement with the Board of Trustees of the University of Illinois, including the aforementioned indemnity agreement, and shall be executed by a corporate surety having a policyholder s rating not lower than "A" and a financial rating not lower than AA" in the current issue of Best's Insurance Guide. Where practicable, this bond may be combined with the bond required in paragraph 3 hereof, provided that no less protection shall be afforded by such combined bond than would be provided by separate bonds under this paragraph and paragraph 3. 7. Every applicant will be required to present evidence satisfactory to the Board of Trustees of the University of Illinois of his experience either in the type of fixed-base operation applied for or in other types of businesses where problems similar to those involved in such a fixed-base operation would havs been encountered. 8. Every applicant must present evidence that he is fully qualified to contract with the Board of Trustees of the University of Illinois, and not prohibits! from so doing by any provision of the Illinois Constitution or any applicable Illinois statute, or any rule or regulation thereunder, or under the statutes of the Board of Trustees of the University of Illinois. 9. Every applicant shall, when submitting his application, enclose therewith a concrete proposal covering in detail all facets of his proposed fixed-bast operation. 10. Every applicant applying for a fixed-base operation which will entail tlit construction by the applicant of any building on the Alport premises shall with his application, submit plans for such building drawn by a competent aitf reputable architect Such plans must conform to paragraph 4 of tlie Statement of Policy. 11. Every applicant must agree to abide by and comply with alt applicable provisions of the most recent Agreement between the Board of Trustees of the University of Illinois and the United States of America, including, but not limited to, the following: a. To furnish good, prompt, and efficient service adequate to meet all tltt demands for its service at the Airport; b. To furnish said service on a fair, equal, and nondiscriminatory basis to all users thereof; c. To charge fair, reasonable, and nondiscriminatory prices for each unit < ' > sale or service: provided, that the contractor may be allowed to rK^c
