reasonable and nondiscriminatory discounts, rebates, or other similar types of price reductions to volume purchasers; and d. To observe, abide by, and comply with all applicable federal and state laws, rules, and regulations.

On motion of Mr. Swain, the foregoing statement of policy and the specifications of qualifications for fixed-base operations were adopted.

APPROPRIATION FOR GRADUATE FELLOWSHIPS FOR 1961-62

(14) The Dean of the Graduate College recommends that funds for graduate fellowships for 1961-62 be committed at this time so that fellowship awards can be made and announced by April 1, 1961. Accordingly, I recommend that an assignment of $282,500 be authorized to support fellowships, $262,500 for graduate study at Urbana-Champaign and $20,000 for fellowships at th"e~"Chicago Professional Colleges. This represents, at the current stipend level, the same number of fellowships awarded in the past several years and the assignment will constitute a lien on the University's operating budget for 1961-63. APPROPRIATIONS FOR NONRECURRING EXPENDITURES

(15) The Committee on Nonrecurring Appropriations recommends assignments of funds from the General Reserve as follows: 1. College of Agriculture Department of Food Technology, office space $ 4 445 00 (To divide Room 106 into a lecture room and laboratory and to convert Room 107, present seminar room, into three offices) Department of Food Technology, remodeling Dairy Manufactures Building 5 000 00 (To complete the remodeling program in the Dairy Manufactures Building started in 1955. This will provide air conditioning and a center bench and sink for research by graduate students in the microbiology of dairy products.) Agricultural Engineering Building, rewiring 4 740 00 (To replace individual circuits running from the service panels previously installed) 2. College of Physical Education, Huff Gymnasium pool improvements 3 360 00 (To improve the ventilating and heating system to reduce dampness and humidity, a source of danger to the health of swimmers and spectators) 3. College of Veterinary Medicine, remodeling of Small Animal Clinic 3 820 00 (To repair and remodel the east wing of theSmall Animal Clinic to provide an additional ward and one examination room) 4. Statistical Service Unit, remodeling 6 780 00 (This is a supplementary assignment to complete the remodeling of the Statistical Service Unit; a previous assignment of $68,000 was made for this remodeling, based on an estimate which was too low) Total _ $28 145 00 I concur

ANNEXATION O F LAND T O CITY O F URBANA

(16) The city of Urbana has requested that forty acres of land west of Race Street, between Montclair Road extended and George Hull Drive extended, be annexed to the city. The Orchard Downs apartments are located on this site. I concur in this and recommend adoption of the following resolution:
