be added to that amount in recognition of the increased responsibilities he will be assuming. This appointment will replace Professor Herbert E. Carter who will become Vice-Chancellor for academic affairs in Urbana on September 1, 1967. The appointment of Professor Gutowsky was recommended by a special search committee 1 and was approved by the Executive Committee of the College of Liberal Arts and Sciences. The Executive Vice-President and Provost and the Dean of the Graduate College support this appointment. I recommend approval. O n m o t i o n of M r . PROGRAM FOR STUDY IN EUROPE FOR STUDENTS IN ARCHITECTURE (8) On November 10, 1966, the Board approved a program for study in Europe for students in architecture. The program has been in operation since January 1, 1967, at the Chateau of LaNapoule in southern France; however, the arrangement with the LaNapoule Art Foundation for the use of these facilities terminated June 1, 1967. The Department of Architecture considers the program successful and desires to continue with it. The termination of the agreement with the LaNapoule Art Foundation requires that other arrangements be developed. Mr. Pierre Lachaux, a French citizen, will lease living quarters, office space, and a newly constructed studio in LaNapoule for the period October 1, 1967, to May 31, 1968, at $6,000, with an option to renew for the next academic year. Under the proposed lease, Mr. Lachaux will provide space to conduct the program, office space, living quarters, and pay the cost of utilities and taxes. T h e participating students have agreed to provide financial support to a maximum of $100 per student for the program. This support will provide the funds for the lease. Instruction at LaNapoule would be given by four members of the Department. The instructional load would be eleven full-time equivalent students per instructor, which is slightly higher than that for junior-level students in architecture at Urbana-Champaign. T h e total costs of instruction will not exceed those at UrbanaChampaign so far as the expenditure of state funds is concerned. Students would incur approximately the same living costs as they presently do at the Urbana campus, plus travel and personal expenses. The Dean of the College of Fine and Applied Arts and the Executive VicePresident and Provost recommend the continuation of this program, with authorization for the Vice-President and Comptroller to execute such contracts as may be necessary. REORGANIZATION OF LIBRARY ADMINISTRATION (9) On April 19, 1967, the Board of Trustees approved, provisionally, a modification of Section 19 of the University of Illinois Statutes to provide for a reorganization in the administration of the libraries of the University and, in accordance with the Statutes, asked for advice of the Faculty Senates on each campus. Each Senate 2 has concurred in the general policy proposals as provisionally approved. The complete text of the program appears in the minutes of the meeting of April 19, 1967. Therefore, I now recommend final approval of these recommendations and
