Construction Company included a fee of 5 per cent of the contract amounts of the awards for work under the other divisions. The assignment fee based on the low base bids for these divisions of the work is $12,170.40. It is also recommended that these contracts be assigned to the general contractor, Skoog Construction Company, at that fee. The total project cost is $1,080,000. The Board of Trustees on October IS, 1969, appropriated $830,000, and the balance of the funding ($250,000) was included in state capital appropriations to the University for Fiscal Year 1970. The $250,000 in state capital appropriations has not been released by the Governor. In order that these contracts can be awarded at this time, it is further recommended that an assignment of $250,000 be made from the Contract Research Reserve (Graduate College) unless and until funds are released by the Governor. Submitted herewith is a schedule of bids received, a copy of which is being submitted to the Secretary of the Board for record. O n motion of M r . REQUEST TO ILLINOIS BUILDING AUTHORITY TO INCREASE CONTRACT FOR CONSTRUCTION OF COLLEGE O F DENTISTRY B U I L D I N G . PHASE I, MEDICAL CENTER

(18) On August 20, 1969, the Board of Trustees requested the Illinois Building Authority to contract for construction of the College of Dentistry Building, Phase I, at the Medical Center campus. Subsequently the Authority awarded a contract to M. A. Lombard & Son Co., Alsip, the low base bidder. During the construction of the last caisson, soil conditions were encountered which made it impossible to construct the caisson as designed. This necessitated additional work on the part of the contractor. The contract provides that additional foundation work may be authorized by the Authority on a cost basis. The work has now been completed and the additional cost to the contractor has been firmed up at $13,699.41. Accordingly, the President of the University, with the concurrence of appropriate administrative officers, recommends that the Illinois Building Authority be requested to increase the contract with M. A. Lombard & Son Co., in this amount for this additional work. Funds are available in the project budget for this work. O n motion of M r . EASEMENT A N D PERMIT TO ILLINOIS POWER COMPANY, URBANA

(19) The President of the University, with the concurrence of appropriate administrative officers, recommends that the University of Illinois Foundation be requested to grant to the Illinois Power Company a permanent 80 feet by 60 feet easement on the Foundation-owned land near the southwest corner of South First Street Road and Windsor Road extended in Champaign County, Illinois, for the right to extend downguys from a pole to be located on adjoining lands for which the Illinois Power Company already has an easement. It is also recommended that a permit be granted to the Illinois Power Company for connecting the overhead electric transmission line to the South Campus Electric Substation north of Windsor Road near Goodwin Avenue extended at the Urbana-Champaign campus and that the following resolution be adopted.
