1944] UNIVERSITY OF ILLINOIS 907 APPOINTMENT OF ACTING SUPERINTENDENT OF RESEARCH AND EDUCATIONAL HOSPITALS (20) Dr. Major H . Worthington, Superintendent of the Research and Educational Hospitals died suddenly on February 27, 1044. On recommendation of the Executive Dean of the Colleges of Medicine, Dentistry, and Pharmacy, and with the concurrence of the Comptroller, I have appointed Mr. John E. Millizen, Business Manager of the Chicago Colleges and of the Research and Educational Hospitals, as Acting Superintendent of the Hospitals, in addition to his present position as Business Manager, beginning March I and continuing until September I, 1944, at an additional compensation of $500 for this period. This is a temporary arrangement pending the appointment of a permanent Superintendent. I request confirmation of this action. On motion of Dr. Meyer, this action was approved and confirmed. APPOINTMENT OF DR. AND MRS. FRED GIBBS (21) The Head of the Department of Psychiatry and the Dean of the College of Medicine recommend the appointment of Dr. Fred Gibbs and his wife, Mrs. Erna Gibbs, to fill the position of electroencephalographer in the Division of Psychiatry of the Neuropsychiatric Institute. The introduction of electro-physiological techniques in the field of study of normal and abnormal function of the brain is one of the newer and more promising approaches to research and clinical problems in this area. Dr. and Mrs. Gibbs are now associated with H a r v a r d University and Boston Psychopathic Hospital. They are the outstanding workers in clinical and experimental encephalography, and the University of Illinois is extremely fortunate in having the opportunity of securing their services. Each one has a professional reputation, but they have always worked as a team and neither one would be interested in coming to the University of Illinois without the other. It has long been the University's policy not to appoint to its staff individuals who are related by blood or marriage to others on the staff, but in emergencies such as during World W a r I and World W a r II when there has been a shortage of personnel, exceptions have been made to this policy. It is my judgment that an exception to the policy is fully justified in the present instance in the best interests of the University's educational, scientific, and research program, regardless of other considerations. I therefore recommend that the Board authorize the appointments of Dr. Fred Gibbs as Associate Professor at a salary of $4,500 a year and Mrs. Erna Gibbs as Instructor at a salary of $2,400 a year in the Department of Psychiatry, of the College of Medicine. Dean Allen made a statement on this matter. On motion of Mr. Jensen, these appointments were made as recommended.
