REGULATIONS GOVERNING ADMINISTRATION OF GENERAL ASSEMBLY SCHOLARSHIPS

I. Appointments to Scholarships The original nomination of a candidate to a new four-year scholarship must be filed with the President of the University on or before the opening day of the fall semester or term of the University year in which the candidate expects to enter the University, and the President is forbidden by the Statute to accept an original nomination after this date. (This is interpreted to mean within the first ten (10) days of the semester.) In case the first nominee fails to accept the appointment, or, not being a graduate of an accredited school, fails to pass the required examinations for admission, the member who made the original appointment may nominate another student from his district to such scholarship. A nomination to fill a vacant scholarship or transfer an unused portion of a scholarship shall be effective as of the opening of the semester or term of the University during which it is made, provided such nomination is filed with the University during the first half of such semester or term, but if it is filed during the second half of the semester or term it shall not become effective until the opening of the next following semester or term. If a member desires to select his nominee on the basis of competition he may require the applicants to write the scholarship examination held in the office of each County Superintendent of Schools on the first Saturday of June as provided in Section 171. Candidates should notify the County Superintendent of their intention to write at least ten days in advance of the date of the examination. They will be subject to the University regulations with respect to the conduct of such examinations. 2. Qualifications of Candidates To qualify for appointment under this Act, a candidate must be 1. At least 16 years old. 2. A graduate of a high school or other secondary school accredited by the University of Illinois and must present fifteen units of high-school work in acceptable subjects including certain prescribed subjects. A candidate who is not a graduate of an accredited high school may qualify for appointment to a scholarship by passing entrance examinations and thus qualify for admission to the University. 3. A legal resident of the State and of the district represented by the member who makes the nomination. (See interpretation of "residence" below.) 3. Registration Having satisfied the entrance requirements, the new appointee to a four-year scholarship or to the unused portion of a scholarship must register in the University not later than twenty (20) days after the opening date of the semester or term when the scholarship first becomes effective. If the appointee fails to so register he forfeits the scholarship unless he is unable to register because of military or naval sevice. Failure of a scholarship holder to register in the University not later than twenty (20) days after the beginning of the fall or winter semester will constitute a release (forfeiture) of the scholarship. The member who made the original appointment, if he is still a member of the General Assembly, may transfer the scholarship to some other student in his district. A scholarship held by a person who has been granted a leave of absence under the law to earn money to continue his education may be transferred only when released in writing by the present holder; and such a scholarship held by one who is absent for military or naval service is not forfeited by failure to register or by a discontinuance of his course, and may be transferred only when released in writing by
