AMERICAN COUNCIL ON EDUCATION SURVEY OF THE UNIVERSITY OF ILLINOIS (15) Pursuant to the actions of the Board of Trustees on June 20 and July 25, requesting certain agencies to investigate the charges made against the Board and the administration of the University by the Attorney General of Illinois, the American Council on Education is making a survey of the University in accordance with its established principles and policies, which have been agreed to by the Board. One of these conditions is that "the American Council on Education will select all members of survey commissions and a director for each survey, subject to the approval of the body requesting the survey." The Council has appointed the following Commission to make a survey of the University of Illinois: RAYMOND A. KENT, President, University of Louisville, Chairman of the Commission. CHARLES E. FRILEY, President, Iowa State College of Agriculture and Mechanic Arts. T. R. MCCONNELL, Dean, University of Minnesota. EARL J. MCGRATH, Dean, University of Buffalo. W. E. WICKENDEN, President, Case School of Applied Science. JOHN W. TAYLOR, Director of the Bureau of Educational Research, Louisiana State University, Secretary to the Commission. I recommend approval of the appointment of this Commission in accordance with the provisions quoted above. O n m o t i o n of M r . FUTURE STATUS OF SOCIAL ADMINISTRATION CURRICULUM (16) At its meeting on January 24, 1942 (Minutes, page 750), I presented a recommendation from the Dean of the College of Liberal Arts and Sciences, which originated with the Administrative Committee of the Social Administration Curriculum, that the professional or fifth year of this program be suspended but that an advisory service be retained. Action on this was deferred and the matter was referred to the President of the University for further study and report. Subsequently the Dean of the College was authorized by the President of the University to engage an expert to make a survey of the curriculum with a view to determining whether there is need for a School of Social Administration at the University of Illinois. Miss Lcona Massoth, Executive Secretary of the American Association of Schools of Social Work, was engaged to make this survey. On the basis of her findings which have been considered by the Administrative Committee of the Social Administration Curriculum, the Dean of the College of Liberal Arts and Sciences, and myself, I submit the following report. REPORT ON POLICY FOR A FUTURE PROGRAM OF TRAINING FOR SOCIAL SERVICE

I. EXPERIENCE W I T H THE PRESENT CURRICULUM

1. Factors leading to its establishment: a. Although several committees had studied the question at different times previously, no action was taken until the spring of 1938. b. Following a series of conferences between representatives of the State Department of Public Welfare and the University, a strong request was presented to the University by the Department of Public Welfare at a conference in Urbana, April 5, 1938, to establish at the University a training program for social workers to fill the new public welfare positions of that Department.
