19431 UNIVERSITY OF ILLINOIS 513 It is further recommended, in conformity with previous action by the Board authorizing such fee, that the medical service fee be held by the University Treasurer as a trust fund for the purpose of paying the costs of operating the plan, including the premium or premiums on any insurance policies purchased by the Board for the purpose of providing hospital and medical care for the persons who pay the medical service fee. I concur in these recommendations. The Comptroller presented this matter. On motion of Mr. Davis, these recommendations were adopted. COOPERATIVE INVESTIGATION OF PENICILLIN (27) A report of the execution of an agreement with the Upjohn Company, Kalamazoo, Michigan, for a cooperative investigation of the Chemistry of the antibacterial agent penicillin by the University through its Department of Chemistry and under the direction of Professor H. E. Carter of that department. This agreement is executed for a period of three years from August 1, 1043, with provision for its extension on mutual approval, and the Company agrees to contribute $75,000 to cover the expenses of this investigation. T h e payments will be made in installments of $25,000 a year. The agreement conforms in every respect with all regulations and policies of the Board of Trustees governing research work sponsored by outside agencies. A report is being made of it not only because of the amount of money involved but because I consider this a very important research project and a tribute to the staff member who will supervise the research work. On motion of Dr. Meyer, the action of the President of the University in authorizing this agreement was approved and confirmed. COOPERATIVE STUDY OF SOYBEAN STORAGE (28) The Bureau of Plant Industry, Soils, and Agricultural Engineering of the United States Department of Agriculture has requested the Agricultural E x periment Station of the University of Illinois to cooperate in a study of soybean storage. T h e Bureau proposes to furnish $10,000 for this study. T h e University is asked to purchase 10,000 bushels of soybeans necessary for the project at a cost of approximately $18,000. These soybeans can be sold later, and the outlay recovered in large part, if not entirely. The balance in the Unappropriated Agricultural Income fund on June 30, I0 43. was $61,773.13. This fund represents an excess of receipts of the various Agriculture departments over budget estimates, which excess is held as a reserve against decreased receipts in subsequent years, and for special emergency purchases. The Director of the Agricultural Experiment Station requests, and the Comptroller concurs, that an appropriation of $18,000 be made out of Unappropriated Agricultural Income. I concur and recommend approval. On motion of Dr. Meyer, this appropriation was made as recommended by the following vote: Aye, Mr. Davis, Mr. Fornof, Mrs. Grigsby, Mr. Jensen, Mr. Livingston, Mr. McKelvey, Dr. Meyer, Mr. Nickell; no, none; absent, Mr. Green, Mr. Karraker, Dr. Luken. SPECIAL APPROPRIATIONS FOR NON-RECURRING EXPENDITURES (29) A recommendation that an appropriation be made from the General Reserve Fund for the following expenditures: 1. Remodeling and improvement of the cafeteria in the Research and Educational Hospitals $ 6 000 2. Scholarly publications by members of the University staff (manuscripts to be approved for publication by the Dean of the Graduate School and the Director of the University Press) 15 000 3- Steel coal car for the Physical Plant Department for transporting coal from coal storage pile to Power Plant 1 500
