INSULATION OF ATTICS (18) T h e Director of the Physical Plant Department requests the release of funds in the amount of $12,500 from the State appropriation for building remodeling, to insulate attics in various University buildings. T h e project is an appropriate one in the interest of saving on operating expenses. I recommend that (1) funds be appropriated from the General Reserve Fund for this work in the amount indicated, (2) the Physical Plant Department be authorized to prepare specifications and advertise for bids, (3) the contract be awarded to the lowest responsible bidder or bidders so that the work can go forward as rapidly as possible. On motion of Mr. Karraker, these recommendations were adopted and the appropriation was made, by the following vote: Aye, Mr. Davis, Mr. Fornof, Mrs. Grigsby, Mr. Jensen, Mr. Karraker, Mr. Livingston, Dr. Luken, Mr. McKelvey, Dr. Meyer, Mr. Nickel]; no, none; absent, Mr. Green. MERGER OF DEPARTMENTS OF PHYSIOLOGY AND ZOOLOGY (19) T h e Dean of the College of Liberal A r t s and Sciences recommends that the Departments of Physiology and Zoology be combined, to be known as "The Department of Zoology and Physiology," effective September 1, 1943. H e further recommends that Professor C. G. Hartman, who is now head of each of the two separate departments, be appointed H e a d of the Department of Zoology and Physiology, effective September 1, 1943. I recommend approval. O n m o t i o n of M r . F o r n o f , t h i s m e r g e r w a s a u t h o r i z e d a n d t h e a p p o i n t m e n t m a d e as r e c o m m e n d e d . ADDITIONAL APPROPRIATION TO BUSINESS OFFICE (20) T h e Comptroller requests additional funds for the Business Office to meet extra and unanticipated expenses due to additional work and new records required as a result of the Federal Victory T a x which must be deducted monthly from all salaries. T h e total amount needed for the balance of the current fiscal year is $4,800, of which approximately $3,200 will be for non-recurring expenditures and $1,600 for operating expenses. These additional expenditures were not anticipated in the preparation of the budget estimates for 1943-1945. This additional work will require a permanent increase in the budget of the Business Office of approximately $3,200 a year based on present estimates of operating expenses effective July 1, 1943. The exact amount needed will be determined more accurately after a few months experience with the system. It appears likely that before July 1 some further changes in the Federal law will be made, but it is impossible to foretell at this time the effect of such changes upon the Business Office budget. I, therefore, recommend that an appropriation of $4,800 be made at this time from the General Reserve Fund for the balance of the current fiscal year. On or before July 1, the situation will be reviewed and an appropriate recommendation for this service will be made.
