19431 UNIVERSITY OF ILLINOIS 3«5 authorized as recommended, by the following vote: Aye, Mr. Davis, Mr. Fornof, Mrs. Grigsby, Mr. Jensen, Mr. Karraker, Dr. Luken, Mr. McKelvey, Dr. Meyer, Mr. Nickell; no, none; absent, Mr. Green, Mr. Livingston. RATION BANK ACCOUNTS (6) The rationing of foods makes it necessary to open ration bank accounts. It is the plan of the University to open one with Busey's State Bank for the Navy accounts, a second one with the Trevett-Mattis Banking Company for the University departments, and a third for Army accounts if and when we have Army personnel. The Chicago departments will need at least one such account. In order to open these accounts a resolution is needed on the part of the Board of Trustees. For this purpose the attached resolution is submitted by the Comptroller. I recommend approval. The Comptroller commented on this matter, and stated that it did not involve deposits of money. On motion of Mr. Nickell, the following resolution was adopted: Resolved, that the Comptroller be instructed to arrange for ration bank accounts as defined in General Ration Order No. 3 in the name of the Board of Trustees of the University of Illinois, with such bank or banks as he may select for the purpose, which bank or banks shall act as an agency of and under the direction and supervision of the Office of Price Administration and shall be responsible only to the Office of Price Administration; that such officers or employees as he shall designate be authorized on behalf of the University of Illinois to sign ration checks as defined in said O r d e r ; to endorse ration checks, or other ration evidences, owned, and held by the University of Illinois for deposit in the said bank or bank accounts; and Further resolved, that the Comptroller shall certify to said bank or banks and the Office of Price Administration the names of such officers and employees and shall from time to time hereafter, as changes in the personnel are made, immediately certify such changes to the bank or banks and the Office of Price Administration ; and Further resolved, that such bank or banks be and are hereby authorized to receive and honor all ration checks signed in accordance with this resolution and such certification by the Comptroller; and Further resolved, that the foregoing resolution shall remain in full force and effect until written notice of its amendment or rescission shall have been received by said bank or banks; and Further resolved, that the foregoing authorization and resolutions shall apply to any and all ration bank accounts which the University of Illinois now is or may at any future time be required or authorized by the Office of Price Administration to open or maintain, without further authorization from this Board; and Further resolved, that the Comptroller be, and he is hereby authorized and directed to certify to said bank or banks and to the Office of Price Administration the foregoing resolution and that the provisions thereof are in conformity with the Charter and By-laws of the Board of Trustees of the University of Illinois. At this point, President Livingston returned and resumed his chair. PURCHASE OF LAMBS (7) The Comptroller recommends that the following purchase, submitted by the Purchasing Agent, be authorized: About 175 shorn feeding lambs, averaging about 65 lbs. each, from Texas Livestock Marketing Association, at an estimated cost of $1,500. I recommend approval. On motion of Dr. Luken, this purchase was authorized as recommended.
